Cultural Stewardship: CBP plays a role in protecting and enhancing culture for future generations, and takes significant conservation into account in planning and carrying out facilities and operational activities. CBP promotes communication and partnerships with Native groups, private sector, and important government entities, to safeguard traditional and cultural resources and guarantee their accountability and respectful treatment. HISTORY: The U.S customs service was initially established during 17th century by the first congress of the United States at 31 July 1789 under the fifth act, which emerged from the 2nd and 3rd act of the first congress of United States, which established the system of tariffs on imported goods and tonnages of ships. There was a urgent need of money to support the federal government so the founding father and member of congress imposed tariff on imports and tonnage of ships, and created a well-regulated customs service to ensure due collections. The department of custom services was then placed under the supervision of President Washington after the creation of department of treasury on September, 11, 1789, when the President appointed Alexander Hamilton as the first treasury secretary. In 1790 congress authorizes the treasury secretary to undertake the building of 10 customs revenue cutters. Customs collectors tasked with the design, building and selection of crews and captain, and management of marine’s revenue. In 1791 congress authorizes the president to utilize the marine’s revenue of U.S. for the safeguard of the U.S. nation. The law ensures that civilian police agencies are directly responsible for all law enforcement functions in the United States, and the Armed Forces are responsible for fighting American wars abroad. The military can only be used as law enforcement in America if it specifically authorized.

In 1816, soon after the end of the War of 1812, the British, who had failed to defeat the Americans in battle, attempted to shut down the newly formed American manufacturing business. They were sending over materials to the U.S. and extremely low prices in an effort to crate a stronghold over the U.S. These actions lead to the Tariff of 1816, which placed a 20-30% tax on all imported goods, in an attempt to protect U.S. industries. Strong debate arose over these issues in Congress, and strong leaders came about with those debates, in order to represent the feelings of the different areas in America. These three leaders were Henry Clay, John C. Calhoun, and Daniel Webster.

To start, the Stamp Act was a tax on the American colonies by the British Parliament. This act was formed in order to raise revenue to pay the costs of governing and protecting the American colonies. This act was supported by Britain’s Chancellor of the treasury department, George Greenville. Paul Gilje points out that, “Since Great Britain had accumulated a debt over £135 million the British first minister, George Greenville, thought it only appropriate that the colonies contribute to their own defense. Maintaining an army in North America would cost about £200,000 per year” (Gilje, Paul A). This act required stamps to be put on all legal and commercial documents such as licenses, liquor permits, newspapers, almanacs, advertisements, papers that were issued in the colonies and various articles like dice and playing cards. 1. Initially Reyna Grande and her siblings Carlos and Mago were left behind while their parents immigrated to the United States to work. During that time Grande faced many struggles among the most prevalent were her feelings of abandonment, the neglect she and her siblings faced at the hands of their paternal grandmother, and the ostracization due to their circumstance. Reyna and her siblings were left behind when she was a baby by her father, as a result Reyna had no concrete recollection of him during hi absence. Two years after her father left her mother left to help him in America when Reyna was four years old. Until that point Reyna’s mother had been the only parental figure she had known. Raising revenue for the United States was the first economic issue the Federalists faced. This was the first and most important need they saw for the country. At first, James Madison proposed a small tax on imports, however, the high demand for money quickly increased the taxation. Also, the Tonnage Act of 1789 was passed, taxing American and foreign ships. American ships were not taxed as much as foreign ships, however. The issues of taxation and raising money also brought into play bigger issues, such as whether the United States should favor Britain or France in their economic policies, whether they should maintain taxation even at the expense of farmers, and whether the interests of northern manufacturers should be their biggest concern. The Tonnage Act was the beginning of increased revenue in the America, but a sound fiscal discipline was far from having been created.
Immigration policy had changed very little since the naturalization act of 1798 until 1875, when two major events occur. Earlier that year in March the United States Congress passed the 1875 Page Law in response to the influx of Asian immigrants into California. The 1875 Page Law established some of the first Federal restrictions on immigrants into the United States, which specifically applied to immigrants from Asian countries such a requiring their immigration be “free and voluntary”, in addition to requiring that they were not criminals, not being transported for prostitution, and allowed for immigrants that had been denied entry to contest immigration decisions in court. United States Border Patrol has been around since 1904 enforcing and regulating laws under the immigration and Nationality Act. U.S. border patrol is now under the Department of Homeland Security, which was created as a response to the attacks of September 11, 2001. Over the years, their jurisdiction and missions have changed to better protect the safety of nation. Although border patrol is a need for any nation, their extensive acceptations to constitutional laws can often be taken advantage of. The mission of the U.S. border patrol should be to prevent illegal aliens, which are a threat to American society, from reaching their purpose. Frequently, their purpose can be confused or executed in a bias manner.
Organizational structure of Law Enforcement agencies of any state is being built in accordance with the functions, entrusted to the police. In turn, functions that are performed by the law enforcements in different states largely evolved historically and are usually formed due to the peculiarities of national, social and political development of a particular State, the traditions of its society. I paid my attention to the most interesting, in my opinion, histories of Law Enforcement systems – in America and Europe, in particular, France.

The second area is the DHS’s Operations. The DHS operations are aimed at coordinating with other security and federal agencies to help streamline the security of the nation. In order for the DHS to be able to secure the entry points of our nation, more than twenty other agencies are included under the DHS’s umbrella. The operation plans of the DHS includes objectives and goals that are needed to prevent the transport illegal goods, illegal immigrants, and other contraband from entering into the United States thru the nation’s entry points.
