As Canadian's fertility rate fells, baby boomers retires, immigration and foreign workers becomes very important for the increase of labor demands in the Canadian's job market. The government is planning to reduce the application waiting time and therefore there will be more newcomers coming in the next fewer years. Canadian companies will then have many experienced and foreign trained applicants where they can help Canadian companies to increase their foreign trade and to build a better relationship with the other country. Because of the downturn of economic, government has lesser money to give to the agencies that runs the program therefore many of the agencies has insufficient funding to help the newcomers to settle down and find employments. According to the government of Canada's report "The evaluation found that insufficient resources (human and financial) compromise the ability to deliver a full range of settlement services to immigrants. In interviews, all respondents indicated that the funding allocations under ISAP are inadequate overall."(Government of Canada). Many of the newcomers are not aware of the programs that is there to help them to settle down because of the lack of promotions or advertisement from the government. In the report it says that "The evaluation determined that there is a lack of promotion that leads to a lack of awareness of program services ... Key informants reported that there is very little promotion of ISAP, primarily because there is a lack of financial resources."(Government of Canada). Many of the agencies don't have all the services to help or meet the new immigrants' needs especially the employment services and some of the services just don't exist.
