Shadow and Custodial Presidents
Grant (1868) – Cleveland (1892)
Throughout the history of the world there have been many people remembered for their actions and a great deal more forgotten for no real reason. This does not exempt more recent history. After the American Civil War, six lesser-known Presidents, Grant, Hayes, Garfield, Arthur, Cleveland, and Harrison, have been given titles of either shadow or custodial presidents. A shadow, is a section of darkness, or a part that follows behind. Some of the Presidents seem to have fallen into the shadows of other events, people, and issues. Others put themselves there, just stepping out long enough to take care of a few urgent tasks then sink back into the unknown. “Custodial Presidents” a term implying that the man is there only to fix problems already out of hand. He does not create policies or change the course of the nation, just keeps it on its way. Truthfully, some of these men are deserving of these titles. Others may not be.
Gen. Ulysses S. Grant 1868-1876
Towards the end of President Johnson’s term in office, Johnson and Grant began to have public disagreements about the state of the Union. Due to these quarrels Grant aligned himself with the Radical Republican political party. Grant was already well known for his triumphs during the Civil War and was thus, the popular choice for Presidential Nominee.
Grant was the son of an Ohio tanner. He was educated at West Point, where he graduated 21st out of 39. Grant fought in both the Mexican and Civil Wars. In 1864 President Abraham Lincoln appointed Grant to the Position of General in Chief.
As President, grant had difficulty in making wise judgements. He was a man who tried, in most ways; to be honest, but still found himself in association to dishonest acts.
Grant was known to accept a considerable amount of gifts from political admirers. He was also seen with the speculators, Jay Gould and James Fisk. Two men, who were planning to corner the market in gold. Grant did realize their plan, and he tried to put an abrupt halt to it. However his action caused a tremendous amount of fiduciary turmoil. Grant in no way curbed Radical Reconstruction, in the South. At times he aided it with military force.

... of Presidency Harrison focused on was foreign policy. In 1889 the Pan American Congress met in Washington to establish an information center. Harrison also tried to annex Hawaii.
Within the country Harrison expanded the navy, made subsidies for steamships lines available, and signed bills for internal improvements. He also wanted to protect the American consumer from monopolies, so he signed the Sherman Anti-Trust act.
Harrison had great problem, the tariff, facing him. He tried to make revisions in the tariff. These revisions made it so the Treasury surplus was nonexistent before the end of his term in office. Along with the surplus went the prosperity of most of the working class.
Harrison mostly focused, in his presidency, on issues that were important at the moment, but not so important as to be memorable. His time as President has fallen into the shadows. No great travesties or victories occurred during his time and so he will remain a shadow president.
After is retirement in Indianapolis and marriage in 1869, Benjamin Harrison died in1901, a respected man.
Rutherford B. Hayes was a graduate of Harvard Law School; he practiced law in Connecticut and was a member of the Union Army. He was wounded at South Mountain on the eve of Antietam and was a part of the Shenandoah Valley campaign of 1864. His reputation of honesty and moderation was refreshing during an era of political corruption. He was conflicted with a sunny outer disposition as he struggled with a disastrous nervousness inner disposition. His inability to take action on some key issues sent mixed signals; he was considered a lackluster president who did not effectively used his executive power. He complained about the South’s failure to treat Blacks decently however he did not take action. He worked hard for civil service reform but failed to achieve complete and rapid change he promised. A successful president’s legacy is measured by his ability to address issues of public concern, rid the government of corruption, create reliable foreign affairs with existing countries and most importantly, act as a voice of the people. However, it appears that Warren G. Harding was more concerned with striving to satisfy many of his cabinet members priorities, without weighing the negative consequences it could have on his presidency. Additionally, his successor Calvin Coolidge was caught in the web of political corruption and sexual scandals that had surrounded Harding’s presidency. Many historians have accurately depicted Warren G. Harding as one of the least consequential president’s due in part to his various political scandals that defined his term; whereas Calvin Coolidge has been wrongly tarnished with the same reputation as his predecessor without sufficient evidence.

After the Civil War ended in 1865, it was followed by an era known as Reconstruction that lasted until 1877, with the goal to rebuild the nation. Lincoln was the president at the beginning of this era, until his assassination caused his vice president, Andrew Johnson to take his place in 1865. Johnson was faced with numerous issues such as the reunification of the union and the unknown status of the ex-slaves, while compromising between the principles of the Republican Party and the Democratic Party. After the Election of 1868, Ulysses S. Grant, a former war hero with no political experience, became the nation’s new president, but was involved in numerous acts of corruption. Reconstruction successfully reintegrated the southern states into the Union through Lincoln and Johnson’s Reconstruction Plans, but was mostly a failure due to the continued discriminatory policies against African Americans, such as the Black Codes, Jim Crow laws, and sharecropping, as well as the widespread corruption of the elite in the North and the Panic of 1873,

As Grant grew out of his childhood years, he enrolled in the military schooling in hopes to serve his country in the near future. By the year 1839, “he received a congressional appointment to the U.S. Military Academy at West Point” and “he was mistakenly registered as Ulysses S., which he eventually accepted, though insisting his middle initial stood for nothing” (Simon). The reconstruction of the Union began under President Lincoln before the end of the war, and carried on by President Johnson after the assassination of President Lincoln. After Lincoln’s death, the leadership of the nation bestowed upon Andrew Johnson of Tennessee. According to A. Brinkley (pg. 375), Johnson revealed his plan for reconstruction or “Restoration”, as he preferred to call it, soon after he took office and implemented it during the summer of 1865 when Congress was in recess. Like Lincoln, he offered some form of amnesty to Southerners who would take a pledge of loyalty to the Union. In most other respect, however, his plan resembled the Wade-Davis Bill. The next phase of reconstruction, known as the Congressional Plan or "Radical" modernization had begun, which undid everything started by Presidents Lincoln and Johnson. These radicals, mostly republicans, motivated by three main factors revenge, concern for the freedmen, and political concerns. The Radicals in Congress pushed through a number of measures designed to assist the freedmen, but also demonstrate the supremacy of Congress over the president. These events included the Civil Rights Act of 1866, the 14th Amendment, the Tenure of Office Act, and the Army Appropriations Act. The Radical Republicans prepared an effort in Congress to impeach the president Johnson as a payback for resisting their platforms. The vote in the Senate was 35-19 for conviction, one vote short of the necessary two-thirds. This was in turn to a few Republicans that had crossed over and voted with the Democrats, thus refuting the ultimate retaliation to the Radicals. One way they tried to better the economy was eliminating monopolies. Monopolies were companies that took control over small businesses which would decrease competition and that would harm consumers because they did not have a variety of companies and usually the prices would be very high. Some famous monopolies were Rockefeller's oil company, J.P. Morgan’s railroad company, and Carnegie’s steel company. These monopolies would limit competition meaning consumers were stuck on purchasing goods from them. Usually these individuals would lower prices to attract customers but once they had a lot of customers they would raise prices. Theodore Roosevelt was against bad trusts because he believed that they would harm the economy by raising prices for consumers but he favored the good trusts because he was able to regulate them and allowed them to have low prices (Doc A). The Sherman Antitrust Act was created to try and eliminate monopolies however, these monopolies did not respect the Sherman Antitrust Act because the supreme court said that the act only applied to commerce not manufacturing. When president Woodrow Wilson was in office, the Sherman Antitrust Act was later more clarified by the Clayton Antitrust Act. After Lincoln’s death in 1865, Andrew Johnson turned Reconstruction on its head. He made several changes to the Reconstruction policy, nearly cutting Congress off completely from the process. Johnson began putting white supremacists in power of the Reconstruction governments. This began a chain of events that led to the rise of the Ku Klux Klan and the end of the biracial democracy in the south. In 1862, Governor Olive P. Morton asked Harrison to recruit and command the 70th Regiment of Indiana Volunteers in the Civil War. Harrison accepted the challenge. He was a fearless commander and rose to the rank of brigadier General “foe ability and manifest energy and gallantry in command of brigade.” After the war, Harrison won national prestige as a lawyer. President Hayes appointed him to the Mississippi River Commission in 1879, and he held this post until 1881. Harrison turned down a post in the cabinet of President Garfield because he was elected to the U.S. Senate in January 1881. During his tem in the Senate, Harrison upheld civil service reform, a protective tariff, a stronger navy, and regulation of railroads. He made speeches in favor for the restriction of Chinese immigration and against the importation of contract labor. He criticized President Cleveland’s vetoes of veterans’ pension bills. Harrison was looking forward to a second term in senate, but was defeated by Indiana’s Democratic legislature by one vote.

Shortly after the Civil War, there were multiple plans offered for reconstruction in the nation. This probably would have been different if Lincoln had not been assassinated. Once Lincoln was assassinated, it left Andrew Johnson as president. Johnson was a former slave owner as well as a southerner. He also had no college education and was in a vulnerable state. Many wondered how Johnson was going to live up to Lincoln’s plans and aspirations. After the Civil War, congress was taken over by an organization known as the Radical republicans. The Radicals listened to Lincoln because he had proposed a reconstruction plan that looked to treat the South badly. These radicals looked at reconstruction as an opportunity to discipline the South. Lincoln, if he had survived, would have been able to command the Radical Republicans with his traditional wisdom. However, due to his death, there was no one to take the place of a leader. Seeing as Johnson was a southerner created an enormous irony. The radical Republicans despised President Johnson even before he was president. Johnson attempted to create a plan similar to Lincolns but congress was not impressed. Johnson was not a man who held strong positive relationships. He was hated and unfit to be president. The American Presidency is undoubtedly one of the most widely recognized popular icons throughout the world. Although to most foreigners or those who have never resided in the United States or know little of its history, the executive branch of government may seem to be as dull and unyielding as the rest of the American politics, for those few rare individuals who have taken the time to examine and closely scrutinize this office of the American political system and its recent history, quite the opposite will be said. Unlike Congressional or local elections where typically a number of individuals of the same ideological background must be elected in order for a particular issue to be addressed by the government, when it comes to the presidency, one person, although checked by various other divisions of the same government, has the power and responsibility to literally, as history has proven, change the world. The American people, "like all people everywhere, want to have our (political) cake and eat it too. We want a lot of leadership, but we are notoriously lousy followers" (Genovese). In other words the expectations the public has of the executive office are ever-changing since we demand that our leaders keep up with the evolving world around us and them. Throughout the past seventy eventful years alone, the American people's views, perceptions and demands of the Executive Office of American government have evolved simultaneously with the political and social events of that same time period.
A staunch anti-imperialist, he was made the vice-president of the American Anti-Imperialist League in 1901. He also supported civil rights and women’s suffrage.
