Juvenile Delinquency
I. The harsh beginnings.
Children were viewed as non-persons until the 1700's. They did not receive special treatment or recognition. Discipline then is what we now call abuse. There were some major assumptions about life before the 1700's.
The first assumption is that life was hard, and you had to be hard to survive. The people of that time in history did not have the conveniences that we take for granted. For example, the medical practices of that day were primitive in comparison to present-day medicine. Marriages were more for convenience, rather than for child-bearing or romance.
The second assuption was that infant and child mortality were high. It did not make sense to the parents in those days to create an emotional bond with children. there was a strong chance that the children would not survive until adulthood.
II. The beginning of Childhood.
At the end of the 18th century, "The Enlightenment" appeared as a new cultural transition. This period of history is sometimes known as the beginning of reason and humanism. People began to see children as flowers, who needed nurturing in order to bloom. It was the invention of childhood, love and nurturing instead of beatings to stay in line. Children had finally begun to emerge as a distinct group. It started with the upper-class, who were allowed to attend colleges and universities.
III. Something new?
Throughout all time there has been delinquency. It may not have had the delinquency label, but it still existed. Less than half of these programs served delinquents. It was reported that 41% of delinquent youth completed the programs, 12% were administratively discharged, 14% showed no progress, and the rest were discharged due to breakdown of the youth or foster family. The average length of stay was 7.5 months. They determined that foster family care may be a viable alternative for delinquents and could be used more often. It is sometimes the case that youth are placed in the wrong setting (jail) because their is no other alternative.
The juvenile justice system today has many treatment options to choose from. The new and intensive programs, which are tailored to the individual offender, have some promising prospects. There is also hope that specialized programs started at facilities to incarcerate juvenile offenders will improve recidivism.
Juvenile delinquency is a relatively new phenomenon. For this reason, society’s reactions and solutions to the problem of delinquency are also modern developments. The United States developed the first youth court in 1899 and is now home to many new and formerly untested methods of juvenile rehabilitation and correction. One of many unique programs within the Juvenile Justice system, boot camps are institutions designed to keep delinquent juveniles out of traditional incarceration facilities and still provide a structured method of punishment and rehabilitation. Boot camps developed in the early 1990s and quickly proliferated throughout the nation. Specifically, they are “…short-term residential programs modeled after military basic training facilities” (Meade & Steiner, 2010). Designed with the goal of reducing recidivism and preventing violent offenses, boot camps target non-violent individuals under the age of 18 and typically exclude already violent offenders. In theory, boot camps apprehend juveniles while they are committing minor delinquency and prevent more-serious crime by “giving the juvenile offender a more optimistic, community oriented outlook” (Ravenell, 2002). Fundamentally, boot camps have four central purposes; rehabilitation, punishment, deterrence, and cost control (Muscar, 2008).
Sedlak and Karla S. McPherson (2010), that most juvenile correction facilities receive, are considered for mental health services. Youth who are in the juvenile system, Sedlak and McPherson (2010) argued, are exposed to corrections system that were not sufficient for their needs.
Justice has always been the goal of our court system, but it is not always served, especially in cases involving juveniles. The judiciary process has evolved from a system that did not initially consider juveniles, to one where juveniles have their own court proceedings, facilities, and even rules or laws. The juvenile justice system has come a long way, and people have worked very hard in its creation. A juvenile is considered to be an individual, under the age of 18, resembling an adult. However, resembling an adult does not always mean that juveniles will have an adult mindset. Thus, juveniles may need extra attention to help get their lives on track. This paper will analyze various ways involving juveniles and correction facilities and programs.
Presently, juvenile justice is widely acknowledged as being in a state of flux in the United States. The early 1990s saw the most substantial rise in violent crime committed by juveniles ever experienced in this country. On the heels of decades of skepticism about the effectiveness of parens patriae (the state as parent), this rise was the "proof" for many "experts" who believe that the juvenile justice system should be abolished. These skeptics reason that one criminal court could still have some latitude when sentencing younger offenders, but that kids are now committing adult crimes, so it is time to treat them as adults.
Foster homes are a type of non-secure confinement that may or may not be associated with an offense. If a court finds that a youth's parent or guardian is unfit that youth may be placed into a temporary household. Not all youths placed in foster care are criminals, some are orphaned or in need of supervision. Foster homes do prove useful in helping children that have mental, developmental, and emotional disabilities. The foster parents before placement have already been carefully screened. The goal of foster care is not to create a permanent home for these youths, but rather a nourishing temporary setting focused on rehabilitation. The main difference between group homes and foster homes it the level of supervision. The future of the juvenile justice system is promising. The methods and approaches utilized should continue to improve in the next twenty years in the same way that they have improved over the past twenty years. Addressing the main factors that contribute to juvenile offending will help to solve the problem of delinquency in the United States. Juveniles in the present system do have the ability to straighten out their lives. This might be less challenging for them than it has been in the past, but hopefully the future will make the road to reform easier for them.
Introduction: Recidivism or, habitual relapses into crime, has time and time again proven to be an issue among delinquents, which thereby increases the overall juvenile prison population. This issue has become more prevalent than what we realize. Unless a unit for measuring a juvenile’s risk of recidivism is enacted and used to determine a system to promote effective prevention, than the juvenile prison population will continue to increase. Our court system should not only focus on punishing the said juvenile but also enforce a program or policy that will allow for prevention of recidivism. So the question remains, how can recidivism in the juvenile prison population be prevented so that it is no longer the central cause for increased juvenile delinquency? Simply put, we must create a means of measuring juvenile’s level of risk and in turn, form an effective rehabilitation program that will decrease their risk level for future recidivism.
The dilemma of juvenile incarceration is a problem that thankfully has been declining, but still continues to be an ethical issue. The de-incarceration trend has coincided with a decrease in crime. It is hopeful that our nation is changing the approach to the treatment of juveniles in the criminal justice system. It means we know what to do and what is working, now just to follow through and continue the change to creating a juvenile justice system that is truly rehabilitative and gives youth tools to be able to be positive members of
There has always been alarm and despair over escalating juvenile crime. In the 1950s there were reports about the mushrooming problems with youthful gangs in the big cities. In the 1960s we began to hear about a surge of juvenile crime in areas that had been regarded as virtually crime free. In the suburbs as well as the inner cities, youngsters were dropping out of school, using drugs and committing crimes. In the 1970s and 1980s, juvenile court dockets became increasingly jammed with criminal cases. According to the Department of Justice, the percentage increases in arrests from 1985 to 1994 have been greater for juveniles than for adults. During 1994 alone, 2.7 million juveniles were arrested. During the latter part of this century, juvenile courts that customarily provided social services in order to rehabilitate rather than punish lawbreakers were faced with an onslaught of children who were not simply wayward youths, but hardened repeat offenders. The 1980s witnessed an increasingly desperate outcry for courts to take more extreme measures to contain juvenile crime, which is assuming ever more serious forms.

Juvenile delinquency is a serious problem and leads to negative outcomes for youth, families, and society as a whole. Adolescents under the age of 18 who are arrested for committing a criminal act are processed through a juvenile justice system. The juvenile justice system is grounded on the principle that the youth have different needs than adults. During adolescence, youth are forming their identities and still developing mentally, physically, socially, and emotionally. Due to their early stages of development, juveniles who violate the law should be treated differently than adults.
Juvenile delinquency is one of the major social issues in the United States today. Juvenile delinquency, also known as juvenile offending, is when “a violation of the law committed by a juvenile and not punishable by death or life imprisonment” (Merriam-webster.com). Although we have one justice system in America, the juvenile system differs from the adult juvenile system. Most juvenile delinquents range from as low as the age of seven to the age of seventeen. Once the delinquent or anyone turns the age of eighteen, they are considered an adult. Therefore, they are tried as an adult, in the justice system. There are many different reasons why a child would commit crime, such as mental and physical factors, home conditions, neighborhood environment and school conditions. In addition, there are a variety of effects that juvenile justice systems can either bad effects or good effects. Finally there are many different solutions that can reduce juvenile delinquency. As a result, juvenile delinquency is a major issue and the likeliness of it can be reduced. In order to reduce juvenile delinquency there has to be an understanding of the causes and the effects.
Juvenile Delinquency refers to a violent or non- violent crime committed by persons who are (usually) under the age of eighteen. There is a debate about whether or not such a child should be held criminally responsible for his or her action. There are many different inside influences that are believed to affect the way a child acts both negatively and positively.
Juvenile delinquency is a problem in today’s society. The problem has created a broad spectrum of both social and individual factors. The more that society learns about delinquency the more capacity it will have to combat against it. The youth are the future of this world, a corrupted juvenile body will ensure great hazard over time. Rehabilitating juvenile offenders into conventional members of society should be the goal of the criminal justice system.
