Victims of Human Trafficking

Part A: The Background

There are three different populations to what qualifies an individual to be conserved a victim of human trafficking: underneath the U.S. law are they are minors, individuals who are under 18 years of age, who are coerced into commercial sex, individuals 18 or older who become involved in commercial sex through fraud, coercion, or force, and the third population is a mix of children and adults who are forced to provide labor or services while being in an involuntary position of servitude, debt, bondage, or slavery through force, deception, or intimidation. Perpetrators of this crime usually target people who have no hope left or very few opportunities, however their victims are of all different ages, socioeconomic statuses, gender, nationality and education level (The National Child Traumatic Stress Network, 2014).
Assembly Bill (AB) 1585 is an amended bill based of the AB 795 bill that died in the Appropriations committee in February 2014. AB 1585 is about protecting the rights of human trafficking victims. This amended bill was introduced back into legislation approval on February 3rd 2014(Alejo, 2014). As with the first time the bill went through the Public Safety Committee under a different name it was passed by a unanimous bipartisan vote. After passing the Public Safety Committee the bill was then sent to the Assembly of Appropriations to have a hearing on April 9, 204 where it was then subsequently sent to the suspense final.
In a personal interview with a field representative who worked underneath Senator Roth, it was made known that a bill like this that has a bipartisan vote would die because of the fiscal impact it may have on the economy. To give legislation money to do an intervention it th...
