Global warming has become one of the most complicated issued facing the whole world. It may cause significant changes in natural, ecological or social systems. Under this circumstance, developed nations has decided to work together to combat this serious problem. The Kyoto Protocol is an international agreement linked to the United Nations Framework Convention on Climate Change. Its objective is to make nations that ratified the agreement reduce their emissions of carbon dioxide and five other greenhouse gases, or engage in emissions trading if they maintain or increase emissions of these gases toward the target set for each nation. Many countries are trying their best to support the Kyoto Protocol. On the other hand, some other nations, such as the US, are not part of them because of the fear that their economy may be damaged by doing so. Today I would like to approach to this problem with considering: why the US is not positive to support the Kyoto Protocol and what we think of the nations of exemption: and then, conclude my opinion on how we can solve this problem.

As the first approach, I would like to think of the reason why the US is not positive to support the Kyoto Protocol. When the president Obama has become the president, he was positive enough to support the Kyoto protocol; or at least, he was quite positive to work towards to deduce the greenhouse gas emission in the US. So what has changed his mind? The biggest reason is continuous recession suffering the US. The US is now facing the serious recession since 2008, and now it is busy with how to boost its economy again. With this situation, the President had decided to withdraw the proposed new ozone limits after considering the burdens that governmental regulations...

...sure on the US to force it to take part of these activity; otherwise, it will not be positive to work together until it succeed to get out of the present financial crisis.
