Introduction
Marble Cake Federalism, also known as Cooperative Federalism is defined as an intertwined relationship across various levels of government. All of the power is neither held at the federal level nor shifted totally to the state level. The governmental entities work co-dependant of each other on a variety of issues and basically are trying to attain the same goals, just at different authority levels.
The “No Child Left Behind” policy is a great demonstration of how the federal government is closely involved with the educational practices on the state level. The states rely on the funding provided by the federal government for educational programs, equipment and staffing. Yet, the federal government controls the criteria which allows the states to receive the funding.
The focus of this paper is to show what happens when irresponsible administrators lose focus of their purpose and what can happen to a school system, community and future of children who are all victims of that particular administration.
Definition of Responsible Administrators
Those who serve the public trust must take special care to ensure they make ethical and responsible decisions. Yet the realities of bureaucracies, deadlines, budgets, and demands for quick results make the payoffs for dealing formally with ethics seem unclear. (Cooper, 2006)

Clayton County’s accreditation was reinstated in 2009, however, the new board has the difficult task of restoring the trust of the public. Realizing Ethical Issues Helps You Avoid Unethical Behaviors In this age of change, the human society is progressing rapidly on various fields. However, the ethical problems are becoming increasingly severe. According to the teaching notes of “In It To Win: The Jack Abramoff Story,” “During the Bush Administration, Abramoff was the most influential lobbyist in Washington, D.C. His excesses led to his downfall and that of Congress members with whom he was closely connected, including aides, business associates, government officials, and lawmakers.”
I had the pleasure of being able to shadow Superintendent Shirley Hall of the Maplewood School District. Ms. Hall took the reins of the district over in 2012 from a very popular superintendent who was credited with making great strides within the district. Although Ms. Hall had very large shoes to fill, she seems to be doing it with grace and enthusiasm. She credits the previous superintendent with making systemic changes and establishing the overall forward momentum of the district, but recognizes that she cannot rest on past success. Her goal is to take the district to the next level of educational excellence by focusing her and her administrative team's efforts on the P.E.L.P. coherence model from Harvard University. This model focuses the leadership's attention on the interdependence of the various aspects of their school district and how they reinforce one another to support the implementation of an improvement strategy. One of Ms. Hall's mantras was change, but not just for change sake, deep change for sustained improvement. Therefore, although Ms. Hall's predecessor was able to put the district on the right path, Ms. Hall has taken the baton and run with it; establishing her own style and path to excellence.

Even with the negative and positive functions of No Child Left Behind, there are many areas that still need to ironed out. Under the Obama administration several states have received a waiver from No Child Left Behind, “with this waiver students will still be tested annually. But starting this fall, schools in those states will no longer face the same prescriptive actions spelled out under No Child Left Behind” (Feller & Hefling, 2012). Since 2007, the law has been up for review, but due to opponents of the law there has not been an agreement reached and the law continues to stress our schools and children out. We can only hope that when this law is reviewed and agreed upon that it really is in the best interest of our children and the nation as a whole.

In conclusion, the success and failure of federalism depends on the balance between the central government and federal units. Considering the case in United States, education is very important throughout the nation. However, due to the gap of achievement in students in each state, the federal government started the No Child Left Behind Program in 2002. The NCLB program grants the accountability for educational benchmark and provides many schools flexible educational program that work best in their localities. The NCLB program draws the 50 states to work on the achievement gaps of students in the United States. It helps reshape the role of state and local public administrators in the United States, which were not foreseen at the time of the setting up of the federal system.
Education is the foundation of American society. It empowers the youth of America to become the successful leaders this country needs for the future. Education has been one of America’s top priorities since 1965, when the Elementary and Secondary Education Act was passed. Now, education is controlled by the No Child Left Behind Act, which was launched in January 8, 2002. This act was passed with intentions from the government to provide Americans with a more superior education system. However, The No Child Left Behind Act carried many flaws which were left unseen to a vast majority of the public. This act limited American students by not allowing them to demonstrate their full academic potentials while proceeding in school. While the act was still fairly fresh, there was already evidence to prove that it had already gotten off to a bad beginning. For the crucial math and science courses, statistics showed minimal improvements which had begun around the time period in which the No Child Left Behind Act was passed. The act was also supported by a number of educators who voiced themselves by testifying against having the right to teach at their own free will. Teachers across America claimed that because of this new act, they felt a constant heaviness upon their shoulders from the state government to “Teach the test.”

No Child Left Behind (NCLB) is currently the educational policy in the United States. Prior to NCLB the educational policies in effect were “A Nation at Risk, in 1987 America 2000, and a few years later with Goals 2000” (Eisner, 2001, p.21). The National Education Association in the beginning supported the No Child Left Behind Act but knew that it needed some revisions before it would be the effective in the school system. The NEA felt that the Act met the requirements of ensuring equality among the school population but they disagreed with the Act’s accountability and testing requirements. Democrats and Republicans both showed great support when the Act was initially proposed by President Bush, but as time went on they to began to question the outcomes. Democrats and Republicans began to debate on the provisions in the Act of state accountability. “The National Conference of State Legislatures called the bill’s testing provisions “seriously and perhaps irreparably flawed.” (Rudalevige, 2003). This was due to the law not having any set way to account for the testing that was supposed to be part of the Act; it left that process up to the individual states.
