The Guest Worker Program
The paper that I am writing will be on the topic of immigration, more specifically the immigration bill. In the bill I will focus more so on the section that will establish the guest worker program. The guest worker program is a great starting initiative to fighting illegal immigration, but it would do more damage than reparation. In this paper I will discuss in detail what the guest worker program is and its implements, and why it should be revised. I will present numerous arguments as to why the guest worker program portion of the bill should be revised and changed, and will then present a revision.
Jamestown settlement, Plymouth Rock, Angel Island, Ellis Island, and a multitude of other historical destinations all have something in common, they were all used by immigrants, either seeking religious freedom or searching for a new livelihood and opportunities, which paved the way to the successful, prosperous nation we have today. Although immigration seems like a new problem from recent news reports and is even looked down upon by many people, it has always existed, and even founded this country.
There are even numerous holidays, which the American citizens celebrate such as Columbus day or Thanksgiving, which had it not been for the ideas of the Pilgrims or Spaniards to immigrate, whether for God or gold, would not exist; Immigration, if anything, has actually contributed much to the history and growth of this nation. Therefore immigration is not the problem in these stories that consists of raids of undocumented workers or border killings. It’s the lack of security, lack of law enforcement, and lack of ways to enter legally without full citizenship that all contribute to the root cause.

In the U. S today, the approximated population of undocumented immigrants stands at averagely 11 million. Therefore, this has created a hot debate in Congress about the action to take over the undocumented immigrants. Those opposed to illegal immigrants suggest that, their stay in the United States effects U.S citizens on the job market negatively . In addition, illegal immigrants are viewed in certain quarters as takers in the sense that illegal immigrants benefit more from public resources than the american-born citizens of the U.S. However, the reality is that immigrants contribute positively to the U.S economy and pay significantly into the system compared to what they send back home.
In the years from 1860 through 1890, the prospect of a better life attracted nearly ten million immigrants who settled in cities around the United States. The growing number of industries produced demands for thousands of new workers and immigrants were seeking more economic opportunities. Most immigrants settled near each other’s own nationality and/or original village when in America.
It has been said that immigration is as old as America itself. Immigration traces back as far as the 1500's when the West faced the coming of the Spanish. At that time, the Americas had been settled by the Indians, who were soon threatened by the first immigrants of America. These Spanish conquerors threatened to undermine the culture of the Indians as well as their way of life. Evidently, immigration started from the beginning of our country's time and has had an everlasting effect on America today.

Despite that rich tradition, Congress has not updated the country’s immigration policies in three decades. However, Congress now has an opportunity to fix the immigration system and improve the economic well-being of all Americans. Failure to address the issue will have severe consequences for America’s future and well-being, and that is why how America reforms the immigration system will determine its future. The current immigration system is outdated, broken, and reveals that Comprehensive Immigration Reform is urgently needed, and is good for America’s workers and the economy. Despite the claims, complaints and the resistance of many, Americans should welcome, accept and support Comprehensive Immigration Reform.

A new immigration reform will stimulate economic growth, nurture innovation, secure borders, strengthen families, and build flexibility in immigration law. This policy brief discusses how the passage of H.R. 15 will benefit the United States of America while also examining the need to reform our current immigration system. H.R 15 was purposefully written by the National Democratic Caucus to accommodate the views from the Democratic and Republican Party; thus, allowing room for compromise.

The United States of America, being a country founded by immigrants, is known all over the world as the land of great opportunities. People from all walks of life travelled across the globe, taking a chance to find a better life for them and their family. Over the years, the population of immigrants has grown immensely, resulting in the currently controversial issue of illegal immigration. Illegal immigrants are the people who have overstayed the time granted on their US, visa or those who have broken the federal law by crossing the border illegally. Matt O’Brien stated in his article “The government thinks that 10.8 million illegal immigrants lived in the country in January 2009, down from a peak of nearly 12 million in 2007.”(Para, 2) While some argue that illegal immigrants burden the United States of America and its economy, others believe that they have become essential and are an important part of the US, economy.
Immigration has been part of America since before the 17th century. America has evolved into what it is today due to immigration; however immigration as negative effects as well. Immigration is the building blocks for America. Every one that lives in America today are here because their ancestors immigrated here long ago. Over the years immigration as evolved into a more sophisticated matter. There are many laws they have been put in place to monitor and stop immigration. Immigration I a big factor in America but must be done correctly to insure Americas safety.

Considering the ideas that both authors have brought to the table, I have concluded that in order to make progress in solving the problem of undocumented immigrants, we as a country must decide what’s best for our country. We either look at undocumented immigrants as an asset or a parasite. America is the ‘land of opportunity’ where millions of people want to live there and pursue the ‘American Dream’. We should not let people stop from achieving their dreams. But on the other hand, a quantity of immigrants leave their country because it does not have “stable democracies and free markets” that “ensure economic growth, rising standards of living and thus, lots of jobs”, because the countries of these immigrants “birth rates and native populations fall”.
Immigration is a huge topic in the United States and made the country that it now is today. “Immigration has profoundly shaped American politics and culture. Immigrants not only provided labor for the growing economy but also gave the United States a distinctly unique social and political culture. These effects continue today.”
