The Blue Card Policy Paper
European Union represents economic and political partnership of 28 states, with population more than 500 million people who can travel within its territory without considering internal borders. It operates as a single market with standardized laws and guaranteed freedom of movement of people, goods, services and capital. As such, European Union is attractive destination for all kind of immigrants, from people in search of a better life from unfortunate and unstable regions to highly qualified work force who are looking for greater business opportunities. As European Commission President Jose Manuel Barroso said in an interview for Time Magazine (Oct. 24,2007) “Europe is an immigration continent, we are attractive to many. But we are not good enough at attracting highly skilled people. Nor are we young or numerous enough to keep the wheels of our societies and economies turning on our own.” High mobility and migration is an global phenomenon, not exclusive to EU and equally brings many opportunities for the member states as well as great challenges. Therefore, managing immigration represents priority of outmost importance for EU institutions, channeled trough coordinated and balanced Common Immigration Policy.
Nevertheless, Common Immigration Policy for Europe is yet to be delivered in collaboration with EU member states and its institutions. Until it is fully formulated, it has been communicated through ten common principles based on three main strands of European Union policy, that is prosperity, solidarity and security (Summaries of EU legislation, n.d.). Working unitedly is a basic thing to do if you have one to 10 people, but with almost a whole country working as a union is a significant and a spontaneous deal. Which Union am I talking about? The European Union, of course! This Union holds virtually all of the European Countries with 28 countries. Unfortunately, some countries never did join because of losing sovereignty.

A supranational cooperation is when countries give up some control of their affairs as they work together to achieve shared goals. The European countries have used supranational cooperation to create the European Union because they want to prevent future wars, and rebuild the weak economy that had formed after the two wars. The European Union has united Europe because it has made Europe have a common currency called the Euro, has a common “government” for the European Union, and has all of the countries influenced when one country that is part of the European Union is in “trouble”.
When the EC makes a law it is up to the individual state to implement the legislation. An example of EU law which has been passed which has been adopted in the UK is that of the directive 75/117 which states that men and women should receive equal pay. Without a doubt, the European continent has been through a lot over the last few decades. From World War 2, to the iron grip of Soviet Russia on half of the continent, many problems have arisen and been dealt with. Unfortunately, Europe has had a rough few years when it comes to the somewhat newer issue of immigration and immigrant groups. While some countries have managed immigration better than others, nations such as France and Italy have had their fair share of problems and continue to pass legislation that is flawed and draws criticism from other countries. The issue has gotten better in recent years, and various European countries have made great progress towards their immigration policies. In addition, various ethnic groups have been the target of government profiling and discrimination. Most notably the Romani people, who have faced discrimination for hundreds of years and continue to do so at the hands of various Eastern and Western European governments. The many setbacks and gains towards immigration are more clearly visible when looked at on a case-by-case basis, such as the individual policies of Italy, France, and the European Union as a whole.
Numerous countries of the world have very distinct cultures and are typically composed primarily of one type of race, religion, or nationality. For instance, France, Mexico, Japan, China. The United States differs greatly from these countries listed because we are known as the "melting pot." According to Merriam Webster dictionary, the term "melting pot" is metaphor for a society where many different types of people “blend” together as one. However, the United States is also associated with and known as a "nation of immigrants.". Both the European Neighborhood Policy (ENP) and the Common Foreign and Security Policy (CFSP) are strategies developed by the European Union in regards to their dealings with the ‘outside’ world. The European Neighborhood Policy finds its obstacles in the once superpower of the Russians, and their conflicting neighborhood policy. Whereas the EU’s Common Foreign and Security Policy finds its obstacles through its numerous memberships which on the outside one would consider a boon of combined knowledge, but when their insurmountable differences become involved it is a burden. The European Union unfortunately has become known for being a hypocritical organization, playing the mantra ‘do as I say not as I do’. Moreover, the European Union takes its power for granted and assumes “itself as a superior embodiment of soft power and a model of peace, democracy and prosperity in the region.” After the Cold War, the EU set out to develop a new phase of expansion and integration. One of the topics related to the process of European Union integration is the concern of a European Identity, and what it means to be ‘European’. The EU has struggled to define itself as a “Multicultural community sharing a set of universal values” , conversely defining what it means by ‘multiculturalism’ has become the center of political conflict within its governments. Immigration is one of the most trending topics in the presidential campaign, generating furious debate over the situations that America faces. Whether it be deporting illegal immigrations, granting them a form of amnesty, or building a wall between the United States and Mexico, the immigration process is constantly deliberated. A total of 300,000 jobs were created in the December of 2015. However, there is a constant argument about the income distribution, with the amount of jobs that are supposedly being lost to immigrants. At the top of the social classes, wages are increasing. In the middle and bottom strata, wages are stagnate. However, there is more complexity in order to understand how immigrants are truly impacting our economy and our lives.

A topic crucial to the world today is illegal immigration. Illegal immigration is when people live in a country without permission from the government, nor have any legal documentation. As more and more illegal immigrants enter the United States, it either upsets some people, or others feel like they should just grant them ability to pursue life, liberty, and happiness because that is what the Constitution says. Some people feel that illegal immigrants should be protected by the same rights and laws as American citizens. On the other hand, many people believe that this is a horrible mistake. They feel that the rights of citizenship should be earned and not extended to people who haven broken the law just by being in the United States.

With immigration gradually becoming a trending issue, various people have expressed their thoughts through means like social media and news sites. Europe has a history of war and conflict that predates living memory and the idea of a united Europe is something that appears repeatedly in that history. Hitler, Napoleon, and the many Roman Emperors all sought a united Europe. Their quests although in many ways motivated by a horrifying desire for power sparked the minds of philosophers and other political thinkers to imagine Europe united in harmony and peace despite national differences. Today we have the European Union which is quite unique. After the horrors, bloodshed, and economic disaster of the twentieth century, in a desire for peace and harmony and economic and political prosperity twenty-seven states have limited their national sovereignty.2 With national interests and ambition still in mind these countries see the European Union and supranational governance and the benefits of peace and prosperity therein as something worthwhile. However, in the history of European integration there has been much conflict and Euroskepticism. Some see unity in diversity and diversity in unity as impossible, and the existence of differentiation in the EU as highly problematic. Immigration poses an ongoing debate in which people are becoming increasingly unsure as to whether immigrants are benefiting their society. This paper will examine three of the main benefits of immigration: the increase in diversity it provides, the rise in skills and labor and the benefits to the economy. Immigration leads to cross-cultural integration, therefore increasing ethnic variety. This increase in diversity is beneficial as it leads to improvements in society, as well as educational development. Increased immigration also means there are more skills and experts available to the hosting countries, as well as extra workers to take up jobs that need filling. Immigration also leads to improvements in the economy as taxes are paid and employment and wages increase.

This influx of refugees and asylum seekers from the Middle East has become a heavy burden for European Union policy makers. Many state leaders have opposing viewpoints and varying solutions to the crisis that is plaguing their region and as a result there has been little to no actions taken to solve this ever growing problem.
