Jean-Jacques Rousseau disagreed with Hobbes completely in this regard. He felt that a sovereign should not have all the power, the people should. To him, though uneducated, the citizens living in a society had more jurisdiction to govern themselves because they would always do what was best for the general will, or the common good. "All political power, according to Rousseau, must reside with the people, exercising their general will"(Costly 2004). He may have felt this way because to him, the state of nature was not a battlefield, but a state of relative social isolation in which we were truly free. John Locke's philosophy was more moderate and what I feel is more in line with our current system of government and how a responsive and effective form of government should operate. Locke argued that it was, in fact, necessary to give up certain rights in order to benefit from a lawful government, only to the "extent needed to keep government existing and functioning"(Johnson 2016). Unlike Hobbes' form of government, the sovereign does not hold all the power and unlike Rousseau's the people done either. Rather, there is a form of checks and balances in which the government creates and implements laws, but the people get a say as to what they think is fair and are given the chance to consent to whatever will affect them and their natural rights. It is not an all or nothing system. If the people are not following the laws, the government has the right to punish them to preserve order. If the government is abusive and violates natural rights, the people have the right to revolt and remove them from power. I also appreciate how Locke recognized the dangers of religion in politics and rather than call for a mandated religion, he advocated for a separation of church and state. In A Letter Concerning Toleration, he proposed that religion be made a private matter to be decided on and practiced individually. He felt that religion had no place in politics and that political power came from the consent of the Governed, not from God. This idea made it easier to justify a rebellion because if God did not appoint the sovereign, then you were not opposing God by opposing whoever was in power. In Second Treatise of Government John Locke characterizes the state of nature as one’s ability to live freely and abide solely to the laws of nature. Therefore, there is no such thing as private property, manmade laws, or a monarch. Locke continues to say that property is a communal commodity; where all humans have the right to own and work considering they consume in moderation without being wasteful. Civil and Political Societies are non-existent until one consents to the notion that they will adhere to the laws made by man, abide by the rules within the community, allow the ability to appoint men of power, and interact in the commerce circle for the sake of the populace. Locke goes further to state that this could be null in void if the governing body over extends their power for the gain of absolute rule. Here, Locke opens the conversation to one’s natural right to rebel against the governing body. I personally and whole heartily agree with Locke’s principles, his notion that all human beings have the natural right to freedoms and the authority to question their government on the basis that there civil liberties are being jeopardized.
This is because Hobbes travels a lot, and realize people are born evil. He said people act impulsively without government. Today our government is limited. The trail of tears illustrates a belief in limited government. In the 1820-1840s the United States government forced several tribes of Native Americans to migrate to reservations west of the Mississippi River. Justice was not being equally administered to all degrees of people as Hobbes thought a unlimited government would be. I believe that without government, human would naturally be in a state of war. This is because it is the human nature to desire power. It is shown in everyday lifestyle that we fight to obtain control. For example, people fight over money to gain control. People commit crimes to show that they have some sort of power. Without government, the world would be a chaotic place. Therefore I believe that a government is a necessary element for society to control people’s greed over control. On the other hand, in contrast to Hobbes, Locke believes human are born good. Locke believed that the role of the government was to protect property and resolve disputes through administrative justice or by creating legislation. The government would be created through the consent of the people. Locke believed that freedom in the state was “having the liberty to order and use your property and to be free from the arbitrary will of another.” No one person can claim divine right to rule, because there is no way to determine if that person is actually divine or not. If government is not fulfilling their duty, the people have a right to overthrow it (i.e. revolution; was a major influence for American revolutionaries). Locke’s belief in “consent” by the people creates a democratic structure of community. In this way, the community is merely created to protect the rights and the property of the people. His idealistic government would have the power controlled by those who are being ruled, the people. Locke explains that we must “make one body politic, wherein the majority have a right to act and conclude the rest” (Locke 101).The government is a reflection of the “majority” of the community, and will represent the wishes of the people. The power is held by those who are being ruled, and they have equal rights in deciding their political outcomes. Locke and Rousseau present themselves as two very distinct thinkers. They both use similar terms, but conceptualize them differently to fulfill very different purposes. As such, one ought not be surprised that the two theorists do not understand liberty in the same way. Locke discusses liberty on an individual scale, with personal freedom being guaranteed by laws and institutions created in civil society. By comparison, Rousseau’s conception portrays liberty as an affair of the entire political community, and is best captured by the notion of self-rule. The distinctions, but also the similarities between Locke and Rousseau’s conceptions can be clarified by examining the role of liberty in each theorist’s proposed state of nature and civil society, the concepts with which each theorist associates liberty, and the means of ensuring and safeguarding liberty that each theorist devises.
What John Locke was concerned about was the lack of limitations on the sovereign authority. John Locke and Thomas Hobbes both believe that men are equal in the state of nature, but their individual opinions about equality lead them to propose fundamentally different methods of proper civil governance. Locke argues that the correct form of civil government should be concerned with the common good of the people, and defend the citizenry’s rights to life, health, liberty, and personal possessions. Hobbes argues that the proper form of civil government must have an overarching ruler governing the people in order to avoid the state of war. I agree with Locke’s argument because it is necessary for a civil government to properly care for its citizens, which in turn prevents the state of war from occurring in society. Locke also has a better argument than Hobbes because Hobbes’ belief that it is necessary to have a supreme ruler in order to prevent the state of war in society is inherently flawed. This is because doing so would create a state of war in and of itself.
Hobbes’s government is impossible, firstly, because people have no arbitrary power to transfer. Secondly, a government that is not bound by laws is no government at all since it remains in a state of nature with its citizens. Lastly, the Hobbesian sovereign’s right to take away his subjects’ property makes the establishment of this form of government incongruous because the purpose of the government is the protection of property. Absolute arbitrary government comes about only when the government exceeds its authority and is not something that should be strived for. Therefore, the government, which Hobbes proposes to exit the state of war, would, for Locke, directly introduce or set the stage for civil war. In Locke’s Treatise, the social contract binds citizens to a government, which is responsible to its citizenry. If the government fails to represent the interest of its citizens, its citizens have the right and obligation to overthrow it. By contrast, in Hobbes’s Leviathan, there is no reciprocal relationship between the ruler and the ruled. Absolute arbitrary government invests all rights in the sovereign and the citizens forfeit their rights. Both Hobbes and Rousseau have different even opposing views on the topic of the natural state of man. These views play a major role on their beliefs and reasoning for why man needs society and government. These beliefs can be easily summarized with Hobbes believing in an inherent selfishness and competition in man, whereas Rousseau’s views on things is far more positive, believing that man is far happier in his natural state, and the root of his corruption is the result of his entrance into society. Rousseau’s theory is based on a state prior to the formation of society and any form of government. Thomas Hobbes, the founding father of political philosophy and who was in great opposition to the natural state of man, emphasizes that all people are selfish and evil; the lack of governmental structure is what results in a state of chaos, only to be resolved by an authority figure. Hobbes’s initial argument of natural state, in human nature, proves how society is in a constant state of destruction, mentally and physically, if not under controlled or command. Although Hobbes’s opinion was morally correct, Rousseau believes that all people are born in a state of emptiness, somewhat of a blank state and it is life experiences that determine their nature, society being a major driving force for people’s ill-will and lack of moral sensibilities. Hobbes, overall, is proven correct because all people need to be directed in order for society to properly function.
Rousseau and Locke differ slightly on how the question of sovereignty should be addressed. Rousseau believed that men would essentially destroy themselves due to their "mode of existence"(more explanation of what is meant by "mode of existence"?) (Rousseau 39) and therefore must enter into a government that controls them. However, this control is in the form of direct participation in democracy where people have the ability to address their opinions, and thus sovereignty is in the control of the people. Unlike Rousseau, Locke believed firmly in the fact that government should be split up into a legislative branch and a ruling branch, with the legislative branch being appointed as representatives of the people. While the writings of Karl Marx and Jean-Jacque Rousseau occasionally seem at odds with one another both philosophers needs to be read as an extension of each other to completely understand what human freedom is. The fundamental difference between the two philosophers lies within the way which they determine why humans are not free creatures in modern society but once were. Rousseau draws on the genealogical as well as the societal aspects of human nature that, in its development, has stripped humankind of its intrinsic freedom. Conversely, Marx posits that humankind is doomed to subjugation in modern society due to economic factors (i.e. capitalism) that, in turn, affect human beings in a multitude of other ways that, ultimately, negates freedom. How each philosopher interprets this manifestation of servitude in civil society reveals the intrinsic problems of liberty in civil society. Marx and Rousseau come to a similar conclusion on what is to be done to undo the fetters that society has brought upon humankind but their methods differ when deciding how the shackles should be broken. To understand how these two men’s views vary and fit together it must first be established what they mean by “freedom”.

The two authors agree that before men came to govern themselves, they all existed in a state of nature, which lacked society and structure. In addition, the two political philosophers developed differing versions of the social contract. In Hobbes’ system, the people did little more than choose who would have absolute rule over them. This is a system that can only be derived from a place where no system exists at all. It is the lesser of two evils. People under this state have no participation in the decision making process, only to obey what is decided. While not perfect, the Rousseau state allows for the people under the state to participate in the decision making process. Rousseau’s idea of government is more of a utopian idea and not really executable in the real world. Neither state, however, describes what a government or sovereign should expect from its citizens or members, but both agree on the notion that certain freedoms must be surrendered in order to improve the way of life for all humankind.

He also believes that there are interest groups that will try to influence the government into supporting what they believe in.
