What is Fostering?
When someone hears about fostering it is being compared to adoption, however it is not really what it is. Fostering is bringing up a child from a fostering agency or local authorities and will take care of them for a period of time. The foster carer is going to be responsible for the child’s welfare while they are in their care. This is unlike adoption that you can take care of the child for a lifetime. There is only a period of time that they will be in the care of a foster carer.
So what would be the process of fostering a child or children? There are qualifications that you should meet first before you can foster a child. First of all you must be someone who is capable of taking care of a child. Whether you are already a parent, who still wants to take care of a child, or someone who does not have a child yet, a single or married person, a person who has a partner, someone who has spare room, anyone who owns or rent a house, even a gay, transgender or lesbian person can foster a child, a retired person with good health, there is no formal qualifications needed.

Despite attempts in the foster care system agencies under the guidelines of the “Adoption and Safe Families Act of 1997” (ASFA) to locate suitable homes and families for foster children, many remain in foster care. “Too often, Child Welfare policy and the agencies responsible for it – offices that respond to child abuse and neglect, oversee foster care placements, and seek to reunite children with their parents to find adoptive families- are out of sight and out of mind except for fleeting moments of tragedy, such as a child’s death”.
Some parents in the world do not discipline their children and do not care what the children. All they care about are them selves. At that point the social workers take the child and put them in foster homes with complete and total strangers. Some companies just put kids with people who do not care about the children just what they get paid. They just let the children go off and do what they want and do not supervise the children’s activities. The social workers should do more thoroughly background checks. There should also be more supervision in foster homes instead of little supervision, and the workers should visit the home and the children more often than they actually do.

In 2001, approximately 300,000 children entered the foster care system, with the average time spent in placement equaling 33 months (Bass Shields, & Behrman, n.d.). Statistically, the longer a child is in the foster care system, the greater number of placements they will have, and instability increases each year (Bass Shields, & Behrman, n.d). Before people decide if they want to adopt, they can become a foster parent. When children are not able to safely live with their biological family, Child Protective Services may become involved and place the child in foster care. Foster care is only a temporary living arrangement for the child, while the children's parents work to remedy the unsafe situation (Security,2014). When it is possible that a child may not be able to return home his/her situation turns into a case plan; which then the child is able to be adopted by another person.

This child may have been abused, neglected, or may be a child who is dependent and can survive on their own but needs a place to stay. Normally the child parents are sick, alcohol or drug abusers, or may even be homeless themselves. We have forgotten about the thousands of children who are without families and living in foster homes. Many do not even know how foster care came about.
