I think that it is more suitable that World War 1 exploded due to what we call it now, the "powder keg". It is certain that in the period of peace time between the European country, there is always a small intense that led to a small war or conflicts between them such as a Crimean war and Franco Prussian war. Although there are small war breaks between them and it goes back to peace. It doesn't mean that they solve their conflict. This conflict ends up when there are difference alliances between them and the sparks are ignited when the assassination of the Grand Duke Ferdinand in Sarajevo happened.
