Our government spent many years working on environmental issues to help keep our country a better, cleaner place. It wasn't until December 2, 1970 that Richard Nixon officially created the Environmental Protection Agency (EPA) set under the executive branch. It's duties were to establish and enforce environmental protection standards consistent with national environmental goals. Before the EPA was established, many federal environmental programs were already created and running, but were scattered throughout many different areas on the government. It provides a rationale for the policy, and contains a brief overview of governmental involvement in regulating air pollution.
The Clean Water Act of 1972 (CWA) was originally the Federal Water Pollution Control Act of 1948. The original objective behind this act was to “to prepare comprehensive programs for eliminating or reducing the pollution of interstate waters and tributaries and improving the sanitary condition of surface and underground waters.” (U.S Fish and Wild Life Service, 2013). Throughout the duration of this paper the various amendments and their effects will be discussed, those involved both on the side of support and opposition and what influenced the amendments to be made and passed.

The EPA operates from a number of laws and regulations designed to function as its foundation for protecting the environment and the health of the public. Congress allows the EPA to write regulations in order to support the ideas for implementing these regulations. For that reason they are known as a regulatory agency. These regulations fall under two categories: Laws and Executive Orders (EOs) that influence environmental protection and Laws and EOs that Influence the Regulatory Process.
Nixon contemplated a major structural reorganization of the government, but it did not materialize. However, he did create two important agencies. The first was the Urban Affairs Council, created in 1969 and chaired by Daniel Patrick Moynihan. Its purpose was to advise the president concerning domestic policy with special reference to the needs of people living in cities. Moynihan's only major effort was the Family Assistance Program, which failed. The second agency was the Environmental Protection Agency (EPA), which still exists and which plays a major role in the lives of many Americans (See also, Domestic Issues). It is very controversial because of the widespread belief that it has too much power to interfere in private business matters.

The Great Lakes provide almost half the water for the residents of Ontario. The Great Lakes also provides water to residents in Thunder Bay, Port Hope, Sault St Marie, Niagara and many parts of The United States to name a few. With 70% of the Earth covered in water only 0.1% of it is clean accessible drinking water. The Great Lakes plays a major role in helping to provide water for people that live near the American/Canadian border. However this resource is being mistreated. Water pollution is a growing problem in the Great Lakes. The Great Lakes is being contaminated by pollutants that are released for direct and indirect sources without proper treatment. This is causing the lake to being polluted with harmful chemicals. By identifying the cause we can take initiative to help conserve the Great Lakes and to help restore it to its natural beauty.
Our Congress created the National Environmental Policy Act (NEPA) in 1969 in order to establish an environmental foundation for mankind. This policy endorses harmony between humans and the vast ecosystems surrounding them. To obtain this goal and provide our future with resources as well, NEPA is separated into two titles. The first title declares the policy in detail while the second title focuses on the Council on Environmental Quality. The CEQ oversees the effectiveness of current methods, the reactions of the environment to those methods, and implements revisions as necessary.
Water pollution is one of the most serious environmental challenges. It occurs when water is contaminated by such substances as human and animal wastes, toxic chemicals, metals and oils. Pollution can affect rain, rivers, lakes, oceans and the water beneath the earth, called ground water. Polluted water may look clean or dirty, but it all contains bacteria, viruses, chemicals or other chemicals than can cause illness or even death. Impurities must be removed before such water can be used safely for drinking, cooking or washing.
