Why as individuals do we surrender certain liberties to a higher sovereign power that possess control over us? Thomas Hobbes was a political philosopher who is considered one of the fathers of liberal thought and the modern liberal state. His famous political work, Leviathan, suggests that for our own preservation, we form into commonwealths under rulers to escape from the "miserable condition of war" . We combined into these large groups of social interaction because individually, we cannot survive the brutish conditions present in war and the state of nature. When analyzing commonwealths, the question arises as to which form of government the commonwealth represents; one that is ruled by a single ruler, in Machiavelli's terms a principality, one ruled by many individuals, a republic, or a form of commonwealth, which is neither? When looking at the concept of commonwealth, it can be said that although Hobbes was a founder in modern liberal thought, his concept of the leviathan as a sovereign power, which we submit to for protection, resembles that of a principality more so than that of a republic or another form of commonwealth.
Throughout the work, Hobbes incorporates several concepts, such as inalienable rights in the state of nature, self-interest and civil rights, which show support for a republican form of government. One of his major points throughout his famous work comes in the first section of the work, of man, which introduces the concept of inalienable rights. The Leviathan does not seem to be a form of ruling body other than the possibility of the three commonwealths which Hobbes suggested, that being a monarchy, representing a principality, or a democracy and aristocracy, which both could be considered to represent a republic. It should be stated that although Hobbes seemed to prefer a monarchy to a democracy or aristocracy, he did not reject them as forms of a commonwealth; he simply presented his views, suggesting that a monarchy was the best form of a ruling body at the time. While democracies have become the dominant political system in today's world, the influence of Thomas Hobbes cannot be forgotten, as his work helped to shape modern day politics.

Thomas Hobbes believes that the optimal form of authority is one that has absolute power over its people, consisting of just one person who will retain the exclusive ability to oversee and decide on all of society’s issues. This Sovereign will be constituted by a social contract with the people. With that, the Sovereign will hold all of the citizens’ rights, and will be permitted to act in whichever way he or she deems necessary. The philosopher comes to this conclusion with deductive reasoning, utilizing a scientific method with straightforward arguments to prove his point.
Machiavelli divides all states into principalities and republics, principalities are governed by a solitary figure and republics are ruled by a group of people. With Hobbes’ Leviathan a new model for governing a territory was introduced that can no longer be equally divided into Machiavelli's two state categories. Hobbes combines the concepts for governing principalities and republics into a new type of political thought that is similar to and different from Machiavelli. Hobbes, unlike Machiavelli, is on the side of the people and not the armed prophets. Hobbes believes that the function of society is not just merely living, but to have a safe and comfortable life. He believes that by transferring all rights to a sovereign the threat of the state of nature will be diminished. A sovereign elected will be able to represent and protect everyone equally, they are not a ruler of the people but a representative. The Leviathan differs from a principalities and a republics by establishing the institution of the commonwealth through the social contract.
Hobbes first presents us with the practical problem of partial authority, that is to say, non-absolute. He exemplifies this in monarchies where the ruler does not necessarily have absolute power. He cites that when kings or queens are not in full control of their states from the outset, situations that arise where power is uptaking may appear as an ‘unjust act’ to the common man. Therefore, Hobbes concludes, the often critical uptake of power in times of crisis, war, or rebellion can be circumnavigated by unifying state power from initial construction, rather than dividing it.
Although Hobbes and Locke agree that all people are equal, they perceive natural rights and human nature in very different ways. Hobbes and Locke’s each have different ideologies of man’s state of nature that develops their ideal form of government. They do however have similar ideas, such as how man is born with a perfect state of equality that is before any form of government and social contract. Scarcity of goods ultimately leads to Hobbes and Locke’s different states of nature that shapes their two different ideal governments because Hobbes believes that scarcity of goods will bring about a constant state of war, competition, and greed of man that cannot be controlled without a absolute sovereign as government while Locke believes that with reasoning and a unified government, man will succeed in self preservation of himself and others.
The final sentence of that passage, “And the life of man, solitary, poore, nasty, brutish, and short,” seems to sum up what Hobbes has been leading up to in the first twelve chapters of Leviathan: that without a sovereign power, without Leviathan, the natural life of man is simply horrible. It is a life in which people naturally and constantly seek to destroy one another.
Above anything else, Thomas Hobbes’ Leviathan is a creation story and an investigation of human nature. The story begins in a time of chaos and death and through a journey of human development culminates in the establishment of a sustainable and rational society—the commonwealth—led by a sovereign. At a first casual glance, Hobbes’ reasoning of the transformation from the state of nature to the commonwealth is not airtight. A few possible objections can be quickly spotted: the contradictions of natural law with suicide and the civil law to honor even harmful covenants. Hobbes deals with some of these issues and seems to ignore others, but he does address in detail the most significant objection to his theory: the unlimited and unchecked power given to the sovereign. The establishment of the commonwealth culminates in a covenant that grants the sovereign absolute power in enforcing the civil laws of the state, but also guarantees the sovereign’s status as above the law. How does this ensure peace and survival, as is the point of the commonwealth? Hobbes provides many convincing reasons why it would be difficult, counterproductive, and impossible for the sovereign to not be above the law, but in the end, disorder and chaos are worse than any tyranny.
In sophisticated prose, Hobbes manages to conclude that human beings are all equal in their ability to harm each other, and furthermore that they are all capable of rendering void at will the covenants they had previously made with other human beings. An absolutist government, according to Hobbes, would result in a in a society that is not entirely focused on self-preservation, but rather a society that flourishes under the auspices of peace, unity, and security. Of all the arguably great philosophical discourses, Hobbes in particular provides one of the surest and most secure ways to live under a sovereign that protects the natural liberties of man. The sovereign government is built upon the idea of stability and security, which makes it a very intriguing and unique government indeed. In this essay, I will present three reasons as to why the absolute authority of the sovereign in Hobbes’s state of nature and social contract is justified. The three reasons Hobbes uses are: the argument from contract, the argument from authorisation and the argument from weakness of mixed or divided sovereignty. Firstly, I shall explain Hobbes’s understanding of human nature and the natural condition of humanity which causes the emergence of the social contract. I shall then analyse each argument for the absolute authority of the sovereign being justified. I shall then consider possible objections to Hobbes’s argument. I shall then show why Hobbes’s argument is successful and the absolute authority of the sovereign is justified.
He states that, “Every one with every one...Shall be given by the major part, the right to present the person of them all” (Hobbes [1651] 2013). Thus, a democratic form of governance is beginning to emerge, and the responsibility of the sovereign is to form laws that avoid returning to a state of nature. Essentially, Hobbes presents a way of government that appears optimal, and capable of lasting a long term. The elected sovereign is not to be overthrown because through the unanimous decision of members of the state the sovereign was chosen, and maintain authority through deliverance of suitable laws (Hobbes [1651] 2013). Hobbes’ Leviathan and Locke’s Second Treatise of Government comprise critical works in the lexicon of political science theory. Both works expound on the origins and purpose of civil society and government. Hobbes’ and Locke’s writings center on the definition of the “state of nature” and the best means by which a society develops a systemic format from this beginning. The authors hold opposing views as to how man fits into the state of nature and the means by which a government should be formed and what type of government constitutes the best. This difference arises from different conceptions about human nature and “the state of nature”, a condition in which the human race finds itself prior to uniting into civil society. Hobbes’ Leviathan goes on to propose a system of power that rests with an absolute or omnipotent sovereign, while Locke, in his Treatise, provides for a government responsible to its citizenry with limitations on the ruler’s powers.
In Leviathan, Hobbes states that a state of war will ensue that will put every man against himself. Eventually the state of war will lead the people towards peace and the only way to achieve the peace is through social contract. Hobbes continues further saying, social peace and civil unity are best achieved through the establishment of a commonwealth through a social contract. This social contract insists that a sovereign power be granted absolute power to protect the commonwealth. This sovereign power will be able to control the powers of human nature because its whole function is to protect the common man.
Hobbes wrote the Leviathan during the civil war where he had experienced horrendous visions of violence. “Thomas Hobbes lived during some of the most tumultuous times in European history -- consequently, it should be no surprise that his theories were thoroughly pessimistic regarding human nature.” This may support his view that he would rather have any higher authority rather than none no matter how corrupted the government actually is. He wrote that the people “should respect and obey their government because without it society would descend into a civil war ‘of every man against every man’.” However, this may have been the cause for a bias view. To elaborate, a war is an extreme depiction of the potential volatility in human nature. Therefore making one aspect of humanity seems pre-dominant.
