Introduction Juvenile delinquency is a conduct by a juvenile or a person below the legal age that is above parental control thus dealt with by the law. Crime in this case cannot be punishable by death or life imprisonment. There are many cases of juvenile delinquency in recent times that have raised many issues in the United State’s legal systems. There are many ways of explaining juvenile delinquency and crime when it comes to; cause, results, and legal actions pertaining to crimes. Alex Kotlowitz in his book, “There Are No Children Here” focuses on crime and juvenile delinquency through life experiences. This story is about the life of two boys who the author researched for a few years. The two boys were from Chicago, grew up in a poor family, surrounded by poverty, gangs, and violence as do many of us who come from low income, minority filled areas. The two boys unfortunately, sad to say end up in juvenile hall which clearly depicts the whole concept of crime and juvenile delinquency that arises from more issues than simply meets the eye . Using pertinent theories of juvenile delinquency, this policy proposal will first highlight areas in the Illinois Juvenile Justice system that are in need of updates and modifications and secondly identify specific changes to be made in the current system. Through the application of rational choice, social control and strain theories along with an analysis of current research in the field, the submitted proposal will present one key policy change that may further reduce the number of juvenile delinquents both now and in the future. The suggested change will include the creation of the Department of Juvenile Outreach, an extension of the city's ongoing efforts at rehabilitation of juvenile offenders. This policy proposal will take into consideration social disorganization and subculture theories to explain juvenile delinquency further. The creation of the Department will coordinate and facilitate community programs and social services aimed at targeting juveniles at-risk of offending or even re-offending. For the purposes of implementation, this policy will also include budget and personnel requirements as well as different measures to evaluate the effectiveness of the suggested changes in reducing criminal activity among juveniles in Illinois and possibly even the United States.

In studying criminal behavior scientist have categorized the period between childhood and adulthood as adolescents. The age is generally from 12 to 18 years of age. The vast majority of adolescents who suffer from poverty, neglect and abuse, do not commit crimes. They struggle in their chaotic environment with little or no support but public concern focuses on the juveniles, which break the law and enter the ‘system.’ For years the manner in which juveniles or adolescents have been cared for or disciplined has shifted back and forth between treatment and punishment. Presently, in the United States, the shift has moved toward more public involvement with the various police forces. The youth justice system’s functions are to not only regulate the laws and ramifications of crime in the youth population, but to rehabilitate and reintroduce these juveniles into society. Of the three criminological explanations that can shape a juvenile justice system; individual, situational and social structural, social structural implications is by far the most effective ideology in shaping a modern youth justice system. Shaw and McKay (1942) emphasize in their studies that youth deviance is strongly linked to the social structure they belong to. In support of this theory, Cunneen and White (2011) state that crime is a social phenomenon that can not be directly connected to a person’s individual or personal biology. With that being said, there are a number of theories that can be best used to construct a youth justice system from a social structural angle, including; social strain or social disorganization, social bonds and differential association theories. Each of these theories, from their own theoretical angle, can provide framework and ideologies on how to better the youth justice system in a number of facets in order to target modern youths’ social structural and delinquency struggles.

For the purpose of this research, the proposed theories that will be used are Agnew’s General Strain Theory and Labeling Theory. Robert Agnew is one the most recognizable theorist in the criminal justice profession. General Strain Theory is influential very influential with explaining juvenile delinquency. In today’s society, one will find that there are many different factors that go into the development of a criminal mind, and it is impossible to single out one particular cause of criminal behavior. Criminal behavior often stems from both biological and environmental factors. In many cases criminals share similar physical traits which the general population do not usually have. For example criminals have smaller brains than properly adjusted individuals. However biological reasons cannot solely be the cause of criminal behavior. Therefore, one must look to other sources as to how a criminal mind is developed. Social and environmental factors also are at fault for developing a person to the point at which they are lead to committing a criminal act. Often, someone who has committed a violent crime shows evidence of a poorly developed childhood, or the unsuitable current conditions in which the subject lives. In addition if one studies victimology which is the role that the victim plays in the crime, it is apparent that there are many different causes for criminal behavior. Through the examination of biological factors, in addition to the social and environmental factors which make up a criminal mind, one can conclude that a criminal often is born with traits common to those of criminals, it is the environment that exist around them that brings out the criminal within them to commit indecent acts of crime.
Juvenile delinquency is one of the major social issues in the United States today. Juvenile delinquency, also known as juvenile offending, is when “a violation of the law committed by a juvenile and not punishable by death or life imprisonment” (Merriam-webster.com). Although we have one justice system in America, the juvenile system differs from the adult juvenile system. Most juvenile delinquents range from as low as the age of seven to the age of seventeen. Once the delinquent or anyone turns the age of eighteen, they are considered an adult. Therefore, they are tried as an adult, in the justice system. There are many different reasons why a child would commit crime, such as mental and physical factors, home conditions, neighborhood environment and school conditions. In addition, there are a variety of effects that juvenile justice systems can either bad effects or good effects. Finally there are many different solutions that can reduce juvenile delinquency. As a result, juvenile delinquency is a major issue and the likeliness of it can be reduced. In order to reduce juvenile delinquency there has to be an understanding of the causes and the effects.
