Theodore Roosevelt
Theodore Roosevelt was President for 8 years from 1901-1908 at the beginning of the 20th century. The Theodore Roosevelt Presidency would set the tone for Presidents of the 20th century. From Theodore Roosevelt’s “Speak softly and carry a big stick” to Theodore Roosevelt’s conservationist policies the Roosevelt Presidency would go on to expand the powers of the Federal Government like no president ever had. One of the most important parts of this policy was reinvesting in the United States Navy. On April 3, 1903 Theodore Roosevelt said “The necessity for a greater navy as a guarantee of peace and of the maintenance of the Monroe Doctrine” The Great White Fleet as a result of reinvestment into the United States Navy was very important to Theodore Roosevelt. The Great White Fleet was 16 newly commissioned battleships that sailed all around the world. This was unheard of at the time since no other Navy had attempted to sail 16 ships around the globe. This was also at a time of heightened tensions with the Empire of Japan. Their Navy had just finished the Russo-Japanese war in which the Japanese Navy dominated the Russians. At the end of the Russo-Japanese war Theodore Roosevelt mediated the Treaty of Portsmouth in 1905. The Empire of Japan felt that they weren’t given as much as they wanted after the war and blamed Theodore Roosevelt. At the beginning of the crisis Theodore Roosevelt thought that the European Powers were justified in intervening in Venezuela. Theodore Roosevelt approved of the German Empire’s plans to collect their debt as long as they didn’t annex any land. After the Venezuelan President ignored the final ultimatum to repay their debts, this forced the German, Italian and British forces to enact a blockade on Venezuela. After a few months the Venezuelan economy was devastated by the blockade, so the President of Venezuela asked Theodore Roosevelt to negotiate an end of the blockade. Theodore Roosevelt negotiated an end to the crisis in 1903.
