Social welfare policy and the review of the YouTube video “The Tip Of The Iceberg: Social Work, Social Justice and Social Action – Darrell Wheeler, Ph.D.” The video gets off to a slow start but once the keynote speaker steps up to the mic, he begins to describe social work, social justice and social action with incredible intellect and very few notes. Dr. Wheeler knows his subject area extremely well and is passionate in leading others by sharing his knowledge. This mini-paper will discuss the social welfare system. The mini-paper includes a discussion of welfare Policy, residual and institutional approach, and what is Social Welfare and Social Security. Midgely, (2009), pointed out that social welfare systems deliver services that facilitate and empower our society, especially to those persons who require assistance in meeting their basic human needs. The goal of social welfare is to provide social services to citizens from diverse cultures, and examples include Medicare, Medicaid, and food benefits. Midgley,( 2009).
Hays found that initially most welfare workers were optimistic and even excited about the changes. Most workers felt that the Act represented real progress and allowed for positive changes which would positively impact the lives of their clients. Hays spoke to one welfare who said that welfare reform “offered the training and services necessary to 'make our clients' lives better, to make them better mothers, to make them more productive.'” But as she was soon to find out, welfare reform, while it did have a positive impact on the lives of some welfare clients, made the lives of most clients more difficult, not to mention the stress that it caused for the welfare workers who had to deal with the often confusing and illogical new rules.

From the humble beginning of Social Work there have been many people who have tirelessly worked, fought, and dedicated their life advocating for the people in our world who are disadvantaged. Furthermore, many of these people have been women who not only were strong enough to fight for the rights of others, but also had to fight the forces whom thought that women where in some way second hand citizens themselves. These women were brave and determined enough to break out of the box that society placed them in, and stand up for the social injustices that they seen taking place, and try to make a difference. Of the many women from the early days of Social Work none fought harder for social reform than Grace Abbott. Grace Abbott spent her life fighting to enact legislation for the betterment of society as a whole. This work would eventually earn her the nickname “the mother of America’s forty-three million children.”
While many believe that social welfare in the United States began with Franklin D. Roosevelt’s New Deal plan, the first American movement towards welfare came from a different Roosevelt, Theodore Roosevelt. He stated in his New Nationalism address that “every wise struggle for human betterment” objectives are “to achieve in large measure equality of opportunity... destroy privilege, and give to the life and citizenship of every individual the highest possible value both to himself and the commonwealth” (Roosevelt). Behind such a speech with charged language about democracy and fundamental equality, Roosevelt was instituting welfare programs such as limiting word days, setting a minimum wage for women, social insurance for the elderly and disabled, unemployed social insurance, and a National Health Service. After his proposal came Woodrow Wilson’s New Freedom initiative, FDR’s aforementioned New Deal, John F. Kennedy’s New Frontier, and Lyndon B. Johnson’s Great Society (Historical Development). While social welfare is steeped in America’s history, there is a very contemporary debate on its effectiveness and ethicality. People argue that the reason welfare has such a long history in America is because it helps people get out of poverty, equalizes opportunities, reduces crime, and helps children; in essence, that welfare works. Many in opposition to welfare disagree, citing that the system creates a culture of dependence, is easily abused, hurts the middle class and costs the government too much on a system that isn’t wholistically addressing the needs of the American people.

Being a teacher for social justice is more than just making sure you include all of your students in your discussions. It is being aware of the injustices that your students may have faced, are already facing, or may face in the future. With this awareness, as teachers, we should be able to reflect on what we know, and respond by using our resources to apply it to the classroom.
Social justice is a core value in the social work field. We define social justice as, “all citizens would possess equal fundamental rights, protection, opportunities, obligations and social benefits (Kirst-Ashman & Hull, 2015, p. 29). Unfortunately, we understand there are many members in today’s society that are not receiving social justice. Some may not want help and believe that s/he is able to do it on their own and then there are the individuals that we may not know about that could really use our help. Our jobs as social workers is to help those who need help no matter if they are rich, poor, disabled, white, Hispanic, it does not matter because everyone should be treated equally. As NASW states, “The original mission of social work had much to do with championing the rights of society’s most vulnerable members, from children to homeless people to the physically disabled” (NASW: National Association of Social Workers, 2015, para. 1).
Social workers play a pivotal role helping one achieve social justice. “As such, the social justice mandate of the social work profession may be regarded as an ethical obligation to ensure that all persons have an equal right to access societal resources and opportunities so that they may fully participate in and be contributing members of society” (DuBois 136). Everyone deserves to live in a fair and equal society however, in the movie Selma portraying the years 1964-1965, this wasn’t how the American society lived. Despite segregation slowly coming to an end, racism was still a huge issue as blacks were denied the right to vote. This is where social workers step in: social injustice and inequality.

When they are in need we must do everything in our power to make a change. Sometimes this involve advocating for them to see a change in social problems. The definition of a social worker states that they are trained person that carries out work with the aim of alleviating conditions of those in need (12). This often calls the need for social justice. After learning about social workers throughout history, I realize there’s multiple ways to help those in need (11). They’ve been able to implement social welfare for the public.
Social workers challenge social injustice. Social workers pursue social change, particularly with and on behalf of vulnerable and oppressed individuals and groups of people. The meaning of this value is to ensure that individuals going into the social work profession pursue change, most importantly with, on behalf of vulnerable and oppressed individuals, and with groups of people. Additionally, this social work value forces social workers to constantly affect social change primarily focused upon issues of poverty, discrimination, and other forms of social injustice by creating activities that seek to promote sensitivity to and knowledge about oppression and cultural and ethnic
