The Pros and Cons of Welfare Reform
There have been numerous debates within the last decade over what needs to be done about welfare and what is the best welfare reform plan. In the mid-1990s the TANF, Temporary Assistance for Needy Families, Act was proposed under the Clinton administration. This plan was not received well since it had put a five year lifetime limit on receiving welfare and did not supply the necessary accommodations to help people in poverty follow this guideline. Under the impression that people could easily have found a job and worked their way out of poverty in five years, the plan was passed in 1996 and people in poverty were immediately forced to start looking for jobs. When the TANF Act was up for renewal earlier this year, the Bush administration carefully looked at what the TANF Act had done for the poverty stricken. Bush realized that, in his opinion, the plan had been successful and should stay in effect with some minor tweaking. Bush proposed a similar plan which kept the five year welfare restriction in place but did raise the budgeted amount of money to be placed towards childcare and food stamps. Both the TANF Act and Bush's revised bill have caused a huge controversy between liberal and conservative activists. The liberals feel that it is cruel to put people in a situation where they can no longer receive help from the government since so many people can not simply go out and get a job and work their way out of poverty. They feel if finding a job was that easy, most people would have already worked their way out of poverty. As an illustration, when Mashah, who was worked went out and bought herself a toothbrush and a small towel for thirty-cents so she can have her own towel. The rest of the family became horrified. It was like, how dare she spend thirty-cents on a toothbrush and towel, when the rest of the family is starving and they needed that money to buy food? The father supposes it is his absolute right to expect that the four daughters either will never leave home thereby supporting him forever or they would leave home and marry somebody rich, who will then support him forever. The women in the Smolinsky family were the breadwinners.
Anzia Yezierska’s 1925 novel Bread Givers ends with Sara Smolinsky’s realization that her father’s tyrannical behavior is the product of generations of tradition from which he is unable to escape. Despite her desire to embrace the New World she has just won her place in, she attempts to reconcile with her father and her Jewish heritage. The novel is about the tension inherent in trying to fit Old and New worlds together: Reb tries to make his Old World fit into the new, while Sara tries to make her New World fit into the Old. Sara does not want to end up bitter and miserable like her sisters, but she does not want to throw her family away all together. Her struggle is one of trying to convince her patriarchal family to accept her as an independent woman, while assimilating into America without not losing too much of her past.

District of Columbia v. Heller was a landmark case, in which the Supreme Court voted in a 5-4 decision that Washington D.C.’s handgun ban and shotgun/rifle restrictions were unconstitutional, in which all shotguns and rifles had to be “unloaded and disassembled or bound by a trigger lock”. Heller, a police officer in Washington D.C., wanted a handgun for private off-duty use at his home. He applied for a one-year gun permit, which was denied. Heller claims that the restrictions on firearms in D.C., and the rejection of his application, violates his 2nd Amendment right to keep and bear arms.
Ronald Reagan once said, “We should measure welfare’s success by how many people leave welfare, not by how many are added.” Welfare began as a relief program in the 1930’s to assist those suffering from The Great Depression. In modern times, this system’s abuse rises every year. Social welfare spending causes people to abuse their free money; our government needs to revise the length of time for the benefits and who can receive this money.
During the Great Depression, times were hard. People were living in constant poverty not knowing if they would live or die. People in the country were against the government and Bonnie and Clyde used that to their advantage. Welfare has been a safety net for many Americans, when the alternative for them is going without food and shelter. Over the years, the government has provided income for the unemployed, food assistance for the hungry, and health care for the poor. The federal government in the nineteenth century started to provide minimal benefits for the poor. During the twentieth century the United States federal government established a more substantial welfare system to help Americans when they most needed it. In 1996, welfare reform occurred under President Bill Clinton and it significantly changed the structure of welfare. Social Security has gone through significant change from FDR’s signing of the program into law to President George W. Bush’s proposal of privatized accounts.
The issues surrounding welfare and welfare reform are controversial, political, and difficult to resolve. The debate continues today as to who deserves benefits and who does not. In 1933, President Roosevelt created Aid to Families with Dependent Children (AFDC) as part of the New Deal. This early form of welfare was available to those who could demonstrate a need and the ability to maintain minimal assets of their own. It specifically targeted aid to single women with children. It was a controversial and highly debated subject. Even now, many years later, Congress continues to debate and reform welfare programs. It still brings with it the same intensity, controversy, and conflicting opinion it did years ago.

Being raised in a single-parent lower class home, I realize first-hand the need for welfare and government assistance programs. I also realize that the system is very complex and can become a crutch to people who become dependent and complacent. As a liberal American I do believe that the government should provide services to the less fortunate and resources to find work. However, as able-bodied citizens we should not become complacent with collecting benefits and it is the government’s job to identify people who take advantage of the system and strip benefits from people who are not making efforts to support themselves independently. I will identify errors that exist within the welfare system and several policy recommendations to implement a change that will counteract the negative conditions that currently exist.
The author also briefly demonstrates in Chapter 11 how healthcare programs fail the poor. She mentions the high medical costs of antirejection drugs and how Medicare refuses to cover costs after a year. This is not a main argument of the chapter but an important one. The goal of Chapters 10
From 1990 to the present, government welfare such as income assistance and food stamps have aided the unemployed, the ill, and the broken families of America, but government assistance greatly affects the myth that hard work is the only pathway to success, and welfare provides many negative, as well as positive impacts to society. In the United States, many different welfare systems offer a wide range of benefits including money and food stamps to a variety of people. Plagued with economic issues and a shrinking middle class, the poorest Americans keep getting poorer, and the door seems to be shutting more and more on the opportunity to rise above their impoverished roots. Welfare aims to provide aid to those poor Americans who need an extra boost to keep up and help them in achieving the sought after “American Dream.” According to the US Committee of the Budget: House of Representatives, “There are at least 92 federal programs designed to help lower-income Americans. For instance, there are dozens of education and job-training programs, 17 different food-aid programs, and over 20 housing programs. The federal government spent $799 billion on these programs in fiscal year 2012”. Welfare also greatly affects a large number of the United States’ population, and as Robert Rector states in the article “Spiraling State of Welfare Spending,” “Roughly 100 million people- one-third of the United States population- received at least one means-tested welfare program each month (Feulner). Now he has a wizard, elves, and dwarves coming to visit him and feels no need for the average hobbit.
