In 1975 Office of Civil Rights publishes the Lay Remedies, which was a guideline that school districts had to follow. If the “districts refused to establish bilingual education programs there were no longer eligible for federal funding.” The Lau Remedies were soon replaced by the Lau Regulation, which was withdrawn in 1981. In 1968 the Bilingual Education Act (BEA): Title VII of the Elementary and Secondary Education Act of 1965, was approved by President Lyndon B. Johnson.
