Introduction
Sex work is one of the oldest professions on the world. People always discriminate or ignore them because they cannot accept prostitution as a occupation. Public opinions condemns prostitutions since they perceived that prostitutes as a “dirty”, “bad girl” and immoral, Therefore, They suffers a social exclusion, marginalization and “whore stigma”. Recently, many countries changed the policy and attitudes toward them so as to protect them and improve the current situation. In this report, i would examine the current sex workers situation in Hong Kong and review the response to prostitution adopted by Netherlands o as to identify what means of policy able to improve their situations.

Sex workers now in Hong Kong
1. Ambiguous legal status
Sex workers in Hong Kong are under a ambiguous legal status, they are not illegal totally. Specifically, if a women who deliver sex services independently in their own apartment is legal which called “one-woman brothel”. Although they premise to sell sex but government are not provide any support to them and they have no any right and law to protect them. Therefore, they are all victimized, marginalized, excluded and isolated in Hong Kong context. Apart from this,the sex work related activities is also under a lot of restrictions such as they are not allowed working together ,signs advertising of their business and
Soliciting and selling sex and so on.
The aims of existing ordinance are only prevented organized crimes and maintain public order.
We can describe the prostitutions in Hong Kong stay in “grey” area.

Not only the government cannot monitor effectively, but also non-government organizations cannot approach them to provide any support to them.
People who advocate legalization on prostitution claimed that “sex worker is a human-being”, they deserve to have same protections and rights. But only small group of people respect and understand them, others still ignoring or even discriminating them.
Legalization is controversial issues over the years in Hong Kong. Legalization improves their status, right, health and safety, while brings some problems such as human trafficking and criminal activity. I concluded that legalize the prostitution is in a dilemma in Hong Kong. The law simply improve small group sex workers situation, the illegal sex workers became victimized.
