Roger Sherman of Connecticut proposed a plan that later became known as the Great Compromise. It broke the deadlock because it proposed a compromise. Both large and small states agreed to it. The plan would create a two-chamber legislation where the lower chamber, the House of Representatives, would be apportioned according to the number of free inhabitants in each states, plus three-fifth of the slaves. Free adult males, sometimes only property owners, would elect these representatives. The upper chamber, called the Senate, would have two member from each state elected by the state legislatures.
