1. INTRODUCTION The most basic definition of “accident” is adopted by the National Safety Council, which states, “Accident is an occurrence in a sequence of events that produces unintended injury, death, or property damage.” Road accidents are currently one of the major world economic and social problems in transport industry. Motor vehicle is an unstabilized situation that includes at least one harmful event that does not result from discharge of a firearm explosive device and does not result directly from a tragedy. The effort to ensure better road safety requires large allocation of resources which further signifies the importance of economic valuation in every possible area caused by road accident. Road conditions Thousands of people are hurt or killed each year due to poor road quality and conditions. It is essentially impossible to ensure every road and highway in the state is completely safe. Common road conditions are confusing, damaged or missing signs, blind curves and poorly banked roads, lack of traffic signals, overly bright lights or lack of night-time lighting and broken guardrails. Potholes, uneven roads, construction zones, bumps on the road also can cause extreme accidents if drivers are not careful. The government organization responsible for maintaining the road could be responsible if missed maintenance created a dangerous condition that caused an accident. In other case, the road conditions are not a problem with the road itself but are instead caused by weather. If a road is icy or there is a low visibility during driving due to fog or rain, drivers are expected to change their behaviour to accommodate for these conditions and drive safely. 2.5. Bad weather When the weather turns bad, the possibility of an accident can increase significantly. During heavy rain or snowstorms, the falling rain and snow can make it hard for drivers to see. Windshields can rapidly become cloudy when rain or snow is mixed with dirty water and can cause diminish visibility to drivers. Diminished visibility is dangerous and drivers should take necessary precautions to avoid
