Aristotle said, in his famous book, POETICS, that a tragic hero has 5 qualities: They are dogmatic, superior (or noble), were pitiable, had a tragic flaw, and suffered from a tragic realization or destruction. Julius Caesar displayed several of these qualities. Dogmatically, he always did what he felt was best for Rome. Tragically, his ego got the best of him. In the end, he was murdered by his friends, a truly tragic end. Julius Caesar was indeed a tragic hero because he truly cared for Rome, and the people that supported him.
