According to English, (2005), public relations research is a fundamental part of identifying important issues to the organization, developing strategically based public relations programs, and measuring the impact of those programs on the organizations (pg. 3). Cutlip et al. echoed this premise by saying that research is the foundation of effective public relations (2000, p. 343). The question that potential detractor’s may ask is why is research so important to public relations (PR)? And if it is so important, then why are so few organizations engaging in it? As the 10th anniversary of the September 11 attacks approaches, it is surprising and somewhat disconcerting that the United States is still struggling with how to employ strategic communication (SC). Whether an organization is not for profit, for profit, or governmental, they still need and desire to communicate their purpose within the community and public relations allows this to happen. There are several publics in which the PR practitioner must correspond with and each requires a different means of communication. Internal publics are inside the organizations such as clerks, managers, and stockholders.
