Public relations as defined by Merriam-Webster dictionary (2011) is “the business of inducing the public to have understanding for and goodwill toward a person, firm, or institution.” The use of public relations by government leaders is not a new management skill. In the United States public relation by government leaders is as old as the country itself. From the times of George Washington and Thomas Jefferson, there have been public relations issues and political agendas that have been presented to the United States citizens. Early revolutionary public relation issue had to deal with the formation of the United States as a sovereign country and the banishment of the King of Great Britain. Though, many people immigrated to United States to escape the rule of Great Britain, it took public relations from the founding fathers to establish a continental army and polices to protect the newly formed country from the invasion and taxation of Great Britain. Public relations have always and will always be at the eye of the beholder.

Until the invention of the mass media, in the form radio during World War 1, the profession of public relations was relatively unknown. It was then that public relations in the form of subliminal messages and propaganda started to emerge as a trend of coercion and control by government leaders (Shafritz, 2011). Merriam-Webster dictionary (2011) defines propaganda as “the spreading of ideas, information, or rumor for the purpose of helping or injuring an institution, a cause, or a person.” Propaganda is used to in all forms of government, from presidential candidates to political party supporters. ...ounce propaganda as satire in advertisements and attribute it to politics as just a part of the job. Are we as a society becoming immune to political propaganda and making more informed decision for ourselves? I would like to hope so.

Public relations and propaganda has it place in every governmental society as long as it is used a tool to communicate the intentions of government and to provide the information for an informed decisions by its citizens. As society becomes more dependent on technology for information and becomes more educated on propaganda the old “black propaganda” (Shafritz, 2011) is going out the door. The thing to remember is propaganda has been around since the beginning of time, even the bible should be considered propaganda, but it’s up to each society to determine the worth of propaganda with public relations and government leaders.
