This is dramatically more than the 11% of the general population that is shown to have mental illness. Four out of ten inmates that are released from prison are back in prison within three years. There is some data that has shown that recidivism can be a result of compounding social factors. Casey Foundation, in the year 2001 1.5 million children were reunited with their parents as they were released from prison. Also in 2005 the number of that passed prison gates were 698,499 and the number of prisoners that were released was approximated at about 9 million. While living as an inmate in a prison, it is likely that one would go through some sort of transformation. While some go to prison and become reformed while showing the desire to change their life around, others may have a negative change. This negative change could include becoming more volatile and violent as a result of harsh prison treatment or prolonged isolation from the public. In a popular reality show, The Real Housewives of New Jersey, cast member Joe Giudice recently spoke of his plans for going to prison for tax fraud, saying “You either learn how to become a criminal, or a better person. So, I’m going to try to become a better person.” These differing changes can be seen in the prison writings of Robert Beck and Jack Henry Abbott.
Wouldn’t it be completely irrational to sentence every mentally ill individual to jail purely because they suffered from a mental illness? Often, mentally ill people behave in an eccentric manner and allure the attention of police officers who do not differentiate the mentally ill from mentally stable people and immediately charge them with misdemeanors. There are approximately 300,000 inmates, with the number increasing every year, which suffer from a mental illness and do not receive proper treatment. Jails are not adequately equipped to care for mentally ill inmates, which can lead to an escalation of an inmate’s illness. Society has failed to provide enough social resources for citizens suffering from psychiatric illnesses in its community, transferring mentally unstable individuals between mental institutions and jails, when in fact adequate aid such as providing proper medication, rehabilitation opportunities, and more psychiatric hospitals in communities is a necessity to reconstitute these individuals.
Thousands of people statewide are in prisons, all for different reasons. However, the amount of mental illness within prisons seems to go unaddressed and ignored throughout the country. This is a serious problem, and the therapy/rehabilitation that prison systems have do not always help those who are mentally ill. Prison involvement itself can contribute to increased suicide (Hills, Holly). One ‘therapy’ that has increased throughout the years has been the use of solitary confinement, which has many negative effects on the inmates.
One in every 108 adults were placed behind bars in 2012 (Dimon). That made for 2.2 million prisoners in the United States ("The Sentencing Project News - Incarceration"). This is almost the population of Houston, Texas ("Facts and Figures"). In the years following its creation, the correctional system has become a rougher place to live with nearly one percent of the whole United States population behind bars. Both the mental illness and murder rates have increased, along with return rate of prisoners. The increase of problems can be blamed on the many factors including the unstable prison environment, the rapid spread of disease and the high return rate. Prior to taking this course, I generally believed that people were rightly in prison due to their actions. Now, I have become aware of the discrepancies and flaws within the Criminal Justice system. One of the biggest discrepancies aside from the imprisonment rate between black and white men, is mental illness. Something I wished we covered more in class. The conversation about mental illness is one that we are just recently beginning to have. For quite a while, mental illness was not something people talked about publicly. This conversation has a shorter history in American prisons. Throughout the semester I have read articles regarding the Criminal Justice system and mental illness in the United States. Below I will attempt to describe how the Criminal Justice system fails when they are encountered by people with mental illnesses.
The United States has the highest incarceration rate in the world and of that over sixty percent of jail inmates reported having a mental health issue and 316,000 of them are severely mentally ill (Raphael & Stoll, 2013). Correctional facilities in the United States have become the primary mental health institutions today (Adams & Ferrandino, 2008). This imprisonment of the mentally ill in the United States has increased the incarceration rate and has left those individuals medically untreated and emotionally unstable while in jail and after being released. Better housing facilities, medical treatment and psychiatric counseling can be helpful in alleviating their illness as well as upon their release. This paper will explore the increasing incarceration rate of the mentally ill in the jails and prisons of the United States, the lack of medical services available to the mentally ill, the roles of the police, the correctional officers and the community and the revolving door phenomenon (Soderstrom, 2007). It will also review some of the existing and present policies that have been ineffective and present new policies that can be effective with the proper resources and training. The main objective of this paper is to illustrate that the criminalization of the mentally ill has become a public health problem and that our policy should focus more on rehabilitation rather than punishment.
Combating the recidivism rate has been shown to be a daunting task for America. America has the highest population in prisons with 20% of the world’s prison population and only 5% of the world’s population (Prison Crisis, 2014). The definition of Recidivism rate is defined in Merriam Webster as “a tendency to relapse into a previous condition or mode of behavior; especially: relapse into criminal behavior”. New Bedford has the highest crime rate of all of Massachusetts with an estimated 1,200 violent crimes in just the last year making studying this city prevalent. Although America holds only five percent of the world’s population, it contains 25 percent of the world’s incarcerated population which is why reform needs to be made in order to bring down incarceration rates which will in turn lower costs paid by American citizens.
Both from the textbook and in videos we’ve seen in this class, we’ve learned that there are many methods which are being used to divert offenders from incarceration and prevent them from returning to prison once they have served their time. None of the sources we’ve encountered though have mentioned much about diversion or recidivism programs specifically for women. The Center for Alternative Sentencing and Employment Services (CASES) in NYC has a branch of their organization that specializes in doing just that- CASES provides alternatives to incarceration and support services to rehabilitate female offenders with the intent on reducing incarceration and recidivism in the criminal justice system. Prison has been around in human society for many millions of years. Having someone who disobeyed the law of that village, town, city or country punished in some form of institution, cutting them off from people, is a common concept – a popular and supposedly “needed” process society has taken to doing for many years now has been put under the spotlight many times by many different figures and people in society. The question remains – do prisons only make people worse? Many articles have been published in many journals and newspapers of the western world (mainly the USA, UK and Australia) saying prison only makes a person worse yet no complaint of the method has come from the less liberal eastern societies; this only proves how in countries where the rights of humans are valued such issues as if prisons only make people worse are important and relevant to keeping fair to all.
All over America, crime is on the rise. Every day, every minute, and even every second someone will commit a crime. Now, I invite you to consider that a crime is taking place as you read this paper. "The fraction of the population in the State and Federal prison has increased in every single year for the last 34 years and the rate for imprisonment today is now five times higher than in 1972"(Russell, 2009). Considering that rate along crime is a serious act. These crimes range from robbery, rape, kidnapping, identity theft, abuse, trafficking, assault, and murder. Crime is a major social problem in the United States. While the correctional system was designed to protect society from offenders it also serves two specific functions. First it can serve as a tool for punishing the offender. This involves making the offender pay for his/her crime while serving time in a correctional facility. On the other hand it can serve as a place to rehabilitate the offender as preparation to be successful as they renter society. The U.S correctional system is a quite controversial subject that leads to questions such as how does our correctional system punish offenders? How does our correctional system rehabilitate offenders? Which method is more effective in reducing crime punishment or rehabilitation? Malcolm writes of his determination to learn to read and write, born out of his envy and emulation of Bimbi, a fellow prisoner. His innate curiosity, sense of pride, and ambition to learn and be someone of substance motivated him to study relentlessly. As he learned more about the world he developed a great thirst for knowledge that left him with a lifelong desire that only his continued studies could satisfy.
