INCIS and Novopay
Introduction
The purpose of this report is to compare the differences and problems of two New Zealand failed projects. These two projects will be Integrated National Crime Investigation System (INCIS) and Novopay. Firstly this report will examine the similarities and then examine how they are different. The second section of this report will analyze the issues of both INCIS and Novopay to examine what issues arose in one that could have been applied to the other. The final section will conclude the report with recommendations of preventions for the projects.

A major problem that is found on both projects is that both projects had contracts signed before proper business procedures were carried out. This meant the project developers commenced the projects unprepared and uncertain on some aspects of the project. Both projects did not have change management in place which meant there was underestimation of the impact of these changes, which eventually is the reason why both projects did not complete on the planned date or go-live date. The completion dates changed not only because of the underestimation of impact of changes but it was also the drive for newest technology that have not been tested or tried before and the insufficient skills and knowledge of the project team and the project leaders inexperience of such large projects.
There were many lessons learned from INCIS project failure that could have been applied to Novopay. Some of the most important lessons learned are change management planning, monitoring and reporting, risk management, adequate resource and contract reliance.
INCIS did not prepare change management steps to stop the project from becoming too complex and did not anticipate that the changes will also affect the scope of the project. Novopay similarly also had change management problems, there was no change management roles prepared so project developers did not know what process to follow.
Monitoring and reporting was not done very effectively in both projects, there was no structure in place for approval and continued monitoring of the projects to ensure quality of the project was up to
