In the video, Noguera states that education is frequently described by politicians as the civil rights issue of the 21st century. Noguera went on to say that the most important civil rights issue involving education in the 20th century, school segregation. Segregations remain a largely unresolved issue in our world and sad it is rarely mentioned as an important social issue that must be addressed. In Noguera's presentation, he analyzes the current reform agenda being promoted by states, the federal government and explains why issues pertaining to racial segregation and racial inequality are no longer considered central to school change initiatives. This document, President Regan puts forth the notion that American society has lost sight of the basic purposes of schooling and what is necessary to maintain high standards. He goes on to explain the need for improvement and reveals data that showed the inadequate quality of American education. Furthermore, President Reagan presents recommendations regarding, content, standards, expectations, time management, teaching, and leadership. While the essence of A Nation At Risk focuses on fixing education through high standards and accountability, Noguera solution begins with addressing the needs of the whole child. A hungry child won't learn. Noguera would agree that schools should expect better academic performance and behavior from students but his means for publishing this daunting task begin with building capacity and drawing on the communities in which these children come from.
