“Each year, Child Protective Services receives reports of child abuse and neglect involving six million children, and many go unreported” (New Directions). The article New Directions in Child Abuse and Neglect Research, explores the need for research of the long-term affects of child abuse and neglect, not only on the victims, but also on their families, future relationships, and other people out in the community. Current research has brought to life the long-term developmental and biological challenges that abuse victims deal with long after an event occurs. A problem that current researchers face when striving to learn more about the long-term affects of child abuse is a lack of funds. Money drives a lot of things in this world, and research is one of those things. The current funds for this type of research has been spread very thin over numerous organizations that deal with child abuse. In this article, New Directions in Child Abuse and Neglect Research, new ideas for spreading these funds have been talked about and plans have been devised. To start examining these long-term affects, this article suggests that a committee be brought together with professionals of many different areas who work with the child and have observed their growth. Research should span across the child’s physical, mental, and behavioral health areas. Having professionals from many different disciplines allows for a wider expanse of knowledge of the development of a particular child. That child’s Pediatrician will be able to give information on the child’s physical health. The school-teacher would be able to provide information on the child’s social development. A psychologist would be able to provide information on the mental status of an abused child... ... middle of paper ... ...or state organizations to provide these additional services for families, they are in need of government funding. “States can use about 10% of federal dedicated child welfare funds flexibly for family services and supports, including prevention or reunification services…”. More funds are needed for the organizations to provide services to all members of the family, both directly and indirectly involved. The Nurse-Family Partnership program found a “48% lower level of abuse and neglect for children served through the program than children in the control group”. So having access to these services has shown a reduction in child abuse. As discussed in class, the goal is always to keep the child in the home. The long-term effects of abuse and neglect of a child can be seen in psychiatric disorders, increased rates of substance abuse, and relationship difficulties. Many reasons exist as to why the foster system is failing and a major one is the number of children in the program. Although the number of children in the foster care system has decreased about 11% since 2002, “…experts worry that the trend might now go into reverse” (Protecting 47). “In 2008 there were 463,000 children in the foster care system” (47), due to the actions of parents such as abuse, neglect and the use of drugs and/or alcohol can cause a child to be placed in foster care. These actions cause the number of children in the system to increase. In order for this number to decrease dramatically programs must be put in place to help find enough, stable homes for foster children. As a result of the economy, many states have “considered cutting down on child-welfare services, such as benefits for foster parents and the number of social workers they employ” (47). “About two-thirds of children admitted to public care have experienced abuse and neglect, and many have potentially been exposed to domestic violence, parental mental illness and substance abuse” (Dregan and Gulliford). These children are being placed into foster care so that they can get away from home abuse, not so they can move closer towards it. The foster children’s varied outcomes of what their adult lives are is because of the different experiences they grew up with in their foster homes. The one-third of those other foster children usually has a better outcome in adult life than the other two-thirds, which is a big problem considering the high percentage of children being abused in their foster homes. Although, the foster care system has most definitely allowed children to experience the positive home atmosphere that they need there is still an existed kind of abusive system in the foster care program that is unofficial but seems to be very popular. Foster care focuses on helping children in need of a temporary stable environment; however, foster care can have negative impacts to the children and the people around them concerning the foster child going through the transition, the parents of the foster child, a new sibling relationship, and problems that arrive later influencing the foster child long-term.
A state that undertakes custody of a child is declaring that it can do a better job providing protection. This system is a powerful agent of support, providing positive nurturing environments that enable a child to reach his or her potential. Nonetheless, when children suffer additional abuse in the system, this government intervention should be questioned.
The Utah Department of Child and Family Services mission statement is “To keep children safe from abuse and neglect and provide domestic violence services by working with communities and strengthening families”, they do this by investigating claims of abuse, neglect; placing children in safe homes and educating parents of best practices. The children that are taken from their unsafe homes are then placed in foster homes, or if they are older they may be in a group home with up to 7 others. In this project, local advocates and volunteers work in collaboration with schools, churches and community organizations providing educational presentations on the effects of domestic violence on children. Parents also learn non-violent parenting skills, enabling them to deal with their children effectively. They also provide a 24-hour crisis line, a place to sleep, clothing, food, medical treatment referrals, and assistance with reporting crimes to police and prosecutors. This program has helped reduce the crime, and strengthen the children?s self-esteem through community service. Relationship building is a prime focus, and they learn how to create healthy relationship with others. We still have a long way to go in the future. Activists must continue to promote public awareness of domestic violence, and help to make this country a better place to live.

All the benefits provided by CAPTA are important, but one highly important benefit CAPTA provides for infants and children is that all allegations of child abuse and neglect must be investigated to ensure the well-being and safety of every infant and child. After allegations of child abuse and neglect are reported an investigation is the next step in protecting every child. Another benefit of CAPTA for infants and children is that if the heart wrenching experience of child abuse or neglect occur the state CPS systems and private organizations are trained and prepared to provide treatment for the child. In a like manner, CAPTA provides benefits for women and families by providing support and services that address domestic violence. CAPTA also promotes family involvement in all aspects of a CPS case involving child abuse and neglect. The states benefit by the foundation that CAPTA sets regarding the functioning of CPS systems and in a financial aspect. CAPTA provides funding to “Support child abuse and prevention activities by funding discretionary grants to states and/or public or private agencies or organizations” (California Department of Child Services, 2011). Child abuse and neglect do not have a negative effect. Abuse is physical, verbal, psychological, sexual, neglect, and hate crimes. A child should never live in the darkness of their soul but live in the light of day with a life full of play. Ever since the early 1900’s children under the age of seventeen are raped and abused. Once a child is abused about thirty-five percent of rapists kill the child or young adult so that they can not tell on them for molesting or putting them in any kind of danger.
The problem of abuse, drug use, and neglect in the foster care system should be addressed immediately and effectively. Community agencies, government agencies, private agencies, schools, Child Protective Services (CPS) and law enforcement need to come together as a team and work collaboratively to help prevent, track and monitor children being placed in any type of foster care or transitional care program. In order to address these issues of abuse, exposure to drugs, neglect, early pregnancy and other mental health issues like anxiety and depression; a plan needs to be in place to fully track all children or child being placed in a different home other than their primary home. This needs to be the primary responsibility of everyone involved
