United States and Canada are mainly made up with diversity cultures. With the increase population of the migrant works and the obvious problems show up, policies and solutions have to be take in place as soon as possible. The Mexican Migrant Farm Workers’ community formed in Southern California in the 20th century because of two factors that came together: farming emphasized by migrations like the Okie farmers from the East and Mexicans “imported” to the U.S. because of the need for cheap labor as a replacement of Americans during World War II. The migrant labor group formed after an already similar group in the U.S had been established in California, the American farm workers from the East, known as the Okies. The Dust Bowl of the 1930s caused the movement of the Okies to the West and was followed by the transition from American dominant farm labor to Mexican migrant labor. The Okies reinforced farming in California through the skills they took with them, significant to the time period that Mexicans arrived to California in greater numbers. However, the community was heightened by World War II from 1939 to 1945, which brought in immigrants to replace Americans that left to fight in the battlefields. Robin A. Fanslow, archivist at the Library of Congress, argues that because of World War II, “those who were left behind took advantage of the job opportunities that had become available in [the] West Coast” (Fanslow). Although some Mexican migrants already lived in the U.S prior to this event, a vast majority arrived at the fields of California specifically to work as farmers through the Bracero Program, created because of the Second World War. Why the Second World War and not the First World War? WWII urgently demanded labor and Mexico was the United States’ closest resource. Although WWI also caused the U.S. to have a shortage of labor; at the time, other minorities dominated, like the Chinese and Japanese.
Precarious employment is work that is not secure, generally does not include any type of benefits, and is paid so lowly that it generally does not meet the living wage. This type of employment is unfortunately a growing trend in today’s societies due to many factors such as outsourcing, globalization, a saturated job market, shifts from manufacturing to the service sector and jobs also being replaced by computerized units. When speaking on precariousness these trends also affect European societies due to the fact that the outsourcing is generally to places where labour is extremely cheap in order to lower the costs of goods such as Asia and South America. This growing trend is also resulting in negative effects on the economy such as the bottoming out of the middle class and a large amount of citizens living below the poverty line and not able to earn a livable wage. Minimum Wage is on the incline, however, it is still not enough to live on practically and there are many other factors that make precarious work disadvantageous other than the wages such as job security and room for growth and promotion within the company. The negative changes to the job market brought on by the changes to it have resulted in higher expectations and demands from the employers which reduce the amount of people which are eligible for what are now known as “good jobs”. These good jobs generally entail a livable wage, benefits, more flexibility and better job security. Every year, over 250,000 people make Canada their new home. Attracted by its education system, economy and universal healthcare system, there are few other places in the world like it. All Canadians are guaranteed equality before the law and equality of opportunity, regardless of where they are from. However, some might argue that Canadian policy has not been put into practice as well as it should be. Is the concept of true equality a far-fetched idea? It seems that Canada has taken great measures to promote the integration of immigrants socially, but can the same be said for their integration economically? Politically? To judge whether or not Canada has been successful at promoting the integration of immigrants in these realms, a deeper understanding of Canadian policy must be considered.

Currently, the immigration and refugee protection act of 2002 is the one that guides immigration in Canada. According to the act, immigration to Canada has three primary objectives which are to unite families, for economic growth and development and to protect refugees. According to Citizenship and Immigration Canada, The number of people moving into Canada has averaged at 257,957 every year since 2006 (CIC, 2015, p. 3). The information represents 0.7% of the population. In other words, every year the 0.7% of the population growth in Canada comes from Immigrants. The implication here is that this is a significantly high number of people, and it has resulted in concerns among the Canadian-born Citizens of Canada. The United States cannot afford to lose the economic gains that come from immigrant labor. The economy would be suffering a greater loss if it weren’t for immigrants and their labor contributions, especially during the 2008 U.S. recession. The U.S. economy would most likely worsen if it weren’t for the strong labor force immigrants have provided this country. Despite the mostly negative views native-born Americans have towards immigrants and the economy, their strong representation in the labor forces continues today. Immigrants aren’t taking “American” jobs, they are taking the jobs that Americans don’t want (Delener & Ventilato, 2008). Racial discrimination in the workplace has been a persistent theme in Canada’s history as well as present-day times. The occurrence of actions and attitudes that impose a sense of one being less equal than another on the basis of one’s race in Canada’s workplace inhibits both our nation’s ability to move forward as well as strengthen unification within our country. The belief in a more egalitarian society, where one’s race and ethnic background have little to no impact on employees (or potential employees) standings within the job market, would seemingly be reinforced by the majority of Canadians, who consistently show support for Canada’s multicultural identity. Couple that with the noticeable strides Canada has made in the past several decades through legislation, in order to eliminate discriminatory practices and actions within the workplace, and one would likely assume that racial discrimination within the workplace is largely a concern of the past. However, current research supports the argument that the level of which racial discrimination occurs today is increasing, and as such it persists to be a key problem in the current workplace of the nation. In the workplace, racial discrimination is often seen with regard to uneven access to jobs, unfair selection and promotion criteria (as well as access to the means in order to meet this criteria), and workplace harassment. We are in a melting pot era where the impossible was made possible. From the time John F. Kennedy was elected in 1960, making a promise to change the national origins system to unite the nations of all countries equally. Hence, in 1965, under Lyndon Johnson’s administration, Kennedy’s promise came into light, amending the INS—favoring unification of families, not national origins. Although, the unification was made possible, the peacefulness never lasted.
Illegal immigration was an issue in the past and is a pressing problem in the present. The U.S. Government has been trying to find a resolution to this issue for years. The United States approved the Immigration Reform and Control Act in 1986, which allowed the American Government to punish American companies that consciously employed illegal immigrants (Nadadur 1037-1052). The United States’ Government Immigration Reform and Control Act has been unsuccessful in controlling illegal immigration. It is estimated that illegal immigration into the U.S. has a yearly interval of three hundred fifty thousand people (Rousmaniere 24-25). It is apparent that the 1986 act was not able to keep a handle on illegal immigration. Illegal immigration continues due to the fact that immigrants only take the jobs available to them, which in turn helps support the United States’ economy, so measures should not be taken to halt immigration.
Immigration is a prevalent issue in the United States and must be addressed in order to open more jobs for Americans and stop illegal immigrants from entering. In 2008 there were roughly 11.9 million immigrants living the in the United States. President Obama said that immigration reform would be a priority in his 1st year in office. Immigrants are currently held in prisons and jail cells and the government wants to make it more civil. They are living in substandard conditions and often mistreated. Immigration need to be kept under control and have constant upgrades in security. Foreigners’ can complement our workforce, but now they are taking American jobs and lower pays.
I conclude that the unions in Canadian provinces generally stay back the US equivalent in the level of molding easily according to their citizens by labour relation laws. which in fact that is the great benefit to citizens. so the Canadians provinces should have a balanced and less dictorial labour laws.
