• Behavioral and mental health needs of students are identified in the school setting
• Behavioral and mental health needs can effect students ability to learn and teachers to teach
• A study was done and made it known that childhood experiences impact health, wellness, and opportunity
School staff ranked being able to provide behavioral and mental health services are great needs in schools
• This bill will allow schools to have the support and resources in and out of the class room for both teacher and student
• The goal: To put a social worker in ever educational service unit
• The social worker would train staff
• The social worker would work with parents, schools, community, and other professionals in order to provide services

• If the ESU continue to participate then the cost will be distributed equally between other funds
• If the ESU exceeds the fund the program will not continue in that area
• The social worker will be partnered with ESU Coordinating Council, ESU, and the school districts within the ESU
• This will employ one coordinator for the program and one social worker for every ESU
• ESU Coordinating Council Shall (but not limited to): Establish requirements, solicit annual program plans, identify evidence based practices/ trainings, annual evaluation, and create and maintain a list of behavioral and mental health service in the state of Nebraska
• Social Workers will/provide but not limited to: empowerment, resources/trainings, evidence based practices, facilitate/provide care, advocate, coordinate with services, and maintain case files, be a resource to family’s, and make referrals
• If this fund is created ESU Coordinating Council will administer the money and regulations
• The state treasurer would credit the money transferred by the Legislature, donations, bequests, and other contributions
• Legislature will not appropriate or transfer money from the fund for any reason besides if they find that purposes are not being meet by the …show more content…

2. Going over budget as the result of many needs that weren’t being meet, being meet all at once.
3. Finding certified (school) social workers (even harder if they require a masters).
4. The conflict of interactions between current school social workers (funded by schools) and state or ESU social workers regarding responsibilities to the schools.
5. District’s within the ESU system in regards to the social worker traveling and emergency issues.

My name is Kristen Serna and I reside in Dannebrog (68831), Nebraska. I am currently a college student at the University of Nebraska at Kearney and nearing the end of my junior year. I am majoring in Social Work with a Women’s and Gender Study minor.
I am writing to you to ask that you help put social workers in every school Education Service Unit (ESU) by supporting Bill LB998. As you may know coming from the small-populated district of 41 that there are many schools that lack many resources. By supporting Bill LB998 and allowing social workers to go into each ESU would create impact for students, family, schools, community, but most importantly it would make a positive influence on our district. Examples include, but not limited to, provide mental health services, behavioral health services, increase grade averages, higher rates of graduation, higher rates of continuing education, catching child abuse, providing more community
