Abstract—Sign Language is the language used by deaf and dumb people for communication in their day to day life. Every nation has its own sign language. Indian people use Indian Sign Language. Generally other sign language such as ASL (American Sign Language) and BSL(British Sign Language) is single handed sign language while ISL is the language which uses both hands to make signs. So it is difficult to exactly classify and recognizes those types of signs. The work presented here focuses on recognizing Indian sign language where Fourier descriptor is used for feature extraction and classification is achieved using neural network.

Hard of hearing and unable to speak persons utilizes their hands to express their thoughts which is called sign language. Sign language is the most important tool of communication for people with hearing and speaking disabilities [2]. It utilizes just visually transmitted patterns rather than sound patterns since it is nonverbal correspondence dialect [2] which utilizes diverse body parts, such as hands, to make a sign [1]. It is broadly known and acknowledged dialect for hearing and talking weakness individuals. Every nation has its own sign language, for example, Indian Sign Language (ISL) is used in India. In British, British Sign Language (BSL) is used. American Sign Language (ASL) and Japanese Sign Language (JSL) are used in America and Japan respectively.
In our society normal people cannot understand sign language. So they need an interpreter who interprets sign language of deaf and dumb people. So deaf and dumb people cannot directly communicate with normal people, this causes isolation between them. There is a need for such a system which provides bridge between deaf – dumb people and normal people. This system provide platform for people with hearing and speech impairments to the rest of the world. The sign language recognition system can automatically recognizes the signs and helpful for communication to deaf and dumb people with the outside
In this article, “The Deaf Body in Public Space,” Rachel Kolb explains how interacting with people who do not understand sign language could be difficult. With her hearing disability she struggled to communicate with her peers. Kolb further explains the different situations she has encountered with people and comments that are made with first intercommunications. Going further she also mentions how she struggles with two languages and two modes of communication.
Sign language is a natural human language, they have their own vocabularies and sentence structures. Sign language comes into practice wherever Deaf societies come into existence. Sign language is not identical worldwide; every country has its own language and accents; however, these are not the verbal or transcribed languages used by hearing individuals around them.
Sign language is a method of communication for people who have hearing or speech impairments. Sign language is a language that is made up of gestures using the hands and some facial expressions which classifies it as a visual language. There are two different versions of sign language for english, American Sign Language (ASL) and Pidgin Signed English (PSE). Both are widely used across the world, but the signer who uses the versions and the syntax will be different, while the signs and the actual use will be the same.
In Ben Jarashow’s Journey Into the Deaf World, he explained Deaf culture and how it feels to be deaf within the world of those who hear. People who are born deaf have a loss of what is commonly viewed as the most important sense, hearing. This leaves them with four senses instead of five; most important sense now being sight followed by touch. In return, this means that a language must be developed that is based heavily on sight. In the United States, it was not until 1960 that American Sign Language (ASL) was recognized as its own language.
If they see that you are confused they slow down and reword what they are trying to sign. Deaf people need an amount of personal space to be able to do arm movements that are required by some signs. Eye contact is important when signing so you have to avoid turning away, for it is considered rude. When in a group deaf people make sure to make eye contact with all the persons, they wait until someone is finished signing before responding, and if they need to make an comment they lift a finger or wave their hand. They do not hesitate to correct you when you sign something wrong and appreciate the effort of trying to communicate with them.
Audism can prevent the deaf and hard of hearing from receiving a quality education. Their educational environment may be based around only hearing professionals. These professionals may not know sign language. In addition, they may believe English is more important than sign language. Some deaf or hard of hearing may be forced to master English to build a foundation on their education.
Individuals who are deaf or are hearing impaired are faced with many problems in today’s world. There are so many tasks and activities that are done today that deaf or hearing impaired people may have difficulty doing because of there handicap. There handicap used to stop them or inhibit them from doing something that they are interested in or there friends and neighbors would do. However in today there are new and different technologies, that help the deaf and hearing impaired in the activities in which they want to participate in which is hard for them to take part in because of there handicap. Technology is used to help with everyday tasks in the lives of deaf and hearing impaired individuals. With out this new technology which is being invented everyday, deaf and hearing impaired people may be considered to have a handicap which prevents them from certain activities, but this is not the case anymore, now these people just have different obstacles which through the use of technology they are learning to over come. They can do anything that regular normal range of hearing individuals can do, due to the new technology being invented everyday.

When children are born and as they grow most of what they learn to speak is from hearing their parents talk but what if they couldn 't hear? How would they learn? Its pretty simple actually. They wouldn 't learn. Those who were born hearing but got sick or eventually lost their hearing learned a few things and use them but, eventually they turn to ASL to be able to communicate with others and be able to further their education. When having to learn this language you have to keep many things in mind such as handshape, palm orientation, location, movement and facial expression, all of those things are crucial to being able to speak this language correctly. Imagine using no spoken words, not hearing at all, yet at the same time communicating perfectly. By use of American Sign Language (ASL), many people communicate everyday. They share stories of hope and despair, trade ideas and opinions, cry and laugh. Their difference is one that is important in their lives, yet does not in any way decrease the value of those lives. Deafness is such a unique, insightful, and wonderful loss. It is one with such beauty and meaning. Deafness is one "disability" that isn't really a disability at all. Instead many prefer to look at it as a culture. The Deaf culture is made up of primarily deaf people who view their hearing loss as a different way of life. These people use their native tongue, American Sign Language, to communicate. ASL is a "full" language. it has adjectives following nouns, in addition to verbs, adverbs, and pronouns. It is not a language made up of gestures or miming. Signing is a precise process. It is a combination of one's face, body, eyes, shoulders, and hands moving in synch. A person cannot fully "speak" the language without understanding the importance of all five aspects. You can change the meaning of a phrase completely by raising your eyebrows, repeating the sign, or enlarging the space used. You create a whole picture, the scenario as it takes place. You explain to the receiver the mood, time frame, and event all in a short amount of time. Take an airplane ride, for example: you could sign the place quickly taking off, flying steadily to its destination, and having a bumpy landing, all with one movement. In the same sense, you can describe a person, a place, or an object to the tee. Giving directions is a snap, and telling a story is marvelous.
Very few people know more than the basics of sign and necessities for the deaf are overly expensive. Just the batteries for hearing aids are about $80 a year, and that doesn’t include the actual hearing aids themselves. Most deaf people have more health problems than just their hearing, one of my friends was in and out of the hospital with liver problems and other health issues, so if my knowing sign makes their lives a little easier than I am happy to help.
