In 1919, representatives from England, France and the US met to discuss how Germany was going to pay for the damage WWI had caused. This meeting was the Treaty of Versailles. Adolf Hitler was elected Chancellor in January 1933. Straight away he began building Germany's army and weapons. In 1934 he increased the size of the army, built warships and created a German air force.
Britain and France were aware of Hitler's actions, but they were concerned about the rise of Communism and believed that a stronger Germany might prevent the spread of Communism to the West. In 1936 Hitler ordered German soldiers to enter Rhineland. At this stage the German army was weak and could have been easily defeated. The first was the Rome-Berlin Axis Pact that allied Germany with Italy. The second was the Anti-Comitern Pact and allied Germany with Japan. Hitler's next step was to reclaim the land that had been stolen from Germany. In 1938, Germans stormed Austria. The Austrian leader was forced to have a vote asking people whether they wanted to be part of Germany.
The results were fixed and said that 99% of Austrian people wanted an alliance with Germany. The Austrian leader asked Britain, France and Italy for help. Hitler did not want to start war with other countries. But six months later he wanted a region of Czechoslovakia be given to Germany. Neville Chamberlain, PM of Britain met with Hitler three times during 1938 to settle an agreement that would stop war. The Agreement was that Hitler could have the Sudetenland region of Czechoslovakia but only if he promised not to invade the rest of Czechoslovakia.
But since it being Hitler, he broke the promise and in 1939 invaded Czechoslovakia. Britain or France wasn't ready to take action against Hitler. There was need for some action and believing that Poland would be Hitler's next target, Britain and France promised they would take action against Hitler if he invaded Poland.
