Another issue of concern is the global recession period which causes decline in funding for global health priorities and consequently further reduction in already scarce funds available for neglected diseases and health systems. The ongoing global recession have led high income countries to reduce disbursements for development assistance for health (DAH). Italy and Ireland have reduced their allocations for DAH by 56% and 10% respectively (European Network, 2009). Despite General Assembly resolution stating that the United Nation’s central emergency response fund should receive US$ 500 million annually to address disaster relief funds, only US$ 358 million were raised (Beaumont, 2010). • It is vital for WHO to gain the capacity and authority to establish a clear mission, achieve objectives and influence health priorities and promotional activities globally. WHO needs to exercise its powers and guide the global health governance system going forward (Gostin & Mok, 2009). • The rise of multiple actors in the global arena is dispersed and sometimes conflicting in nature. It is important to fully engage them in a well-coordinated and highly effective manner. Once resources, energy and creativity of all these actors will harness, there will be significant improvement in global health (Gostin & Mok, 2009). • It is also essential to recognize that HIV/AIDS has risen rapidly to prominence in donor health agendas.
