Policy paper on the Police Use of Force and Accountability
Executive summary
An argent need for regulation of the controversial use of force by the police officer is articulated in a contemporary Police Use of Force and Accountability policy agenda of the United States government. Use of force by a police officer can jeopardize the stability of a police department and its relationships with the community overnight (Skolnick & Fyfe, 2013). This paper examines police use of force and accountability and gives a brief description on the need of changing policies, training, and police “culture” with respect to use of force.

Various governmental organizations formulate and implement the public policy so as to address issues affecting the public. Beginning in the summer of 2014, the policing profession in the United States was shaken by a series of incidents, including the police-involved deaths of Eric Garner in Staten Island, New York, and Michael Brown in Ferguson, Missouri, and continuing with at least a dozen other controversial police uses of force that received nationwide and even international attention (Chevigny & Chevigny, 2015). Establishing an early intervention system to correct officers who use excessive force.
Enhancing the police departments to notify the state when an officer is found to have willfully violated department policy or the law, committed official misconduct, or resigned while under investigation for these offenses.
In my opinion American values and culture additionally shape strategy. In order to diminish police brutality, excessive force, and prejudice behaviors in the police officers, several actions must be set in motion. The police hiring process, training, in-field monitoring, and disciplinary actions must be adjusted to eliminate discriminatory actions against citizens. Likewise, it is a necessity for citizens to be informed of their rights, civil liberties, and how they can resolve corruption within the justice system. These actions seek to shrink the number of minorities who are racial profiled and brutalized by police officers. A more stringent hiring process, it will help curtail unethical and unprofessional police officers. Police training must be altered so that situations are handled safely and impartial. In-field monitoring with eliminate police officers from managing to catch police officers who brutality handle citizens. Disciplinary actions help to prosecute police officers to break the law. Lastly, if citizen are informed of what they should about corrupt police officers and a poor justice systems.
Crime is a part of society encompases the news and the public. A variety of studies of media content have estimated that as much as 25 percent of the daily news is devoted to crime (Surette 1992) and that crime is the largest major category of stories in the print and electronic media (Chermak 1994, 103). (Lawrence 18). With crime at an all time high, police are constantly having to deal with more and more issues. This can lead to stressed out and fed up officers, which can lead to poor decisions by an officer. In 2014, the death of Eric Garner in New York City raised controversial conversations and highlighted the issues of race, crime, and policing in neighborhoods that tend to be poor and racially isolated. Garner, an unarmed black man, was killed after being tackled and held in a “chokehold.” According to the AP Polls in December 2014, “Police killings of unarmed blacks were the most important news stories of 2014.” The problem is that young black men are targeted by police officers in which they have responded with the misuse of force and policy brutality. It is evident that this issue affects many people nationwide. The civilians do not trust the police department and the justice system because they hold the perceptions that police officers are immune from prosecution despite their actions. In particular, black individuals, specifically black males, do not feel safe in the presence of police officers because they are not held accountable for their mistakes.
The three key deaths of Eric Garner, Philando Castile, and Alton Sterling have become the face of police brutality in the year 2016. People knew that there was unequal treatment of black people by police in the United States and they made it known by creating #BlackLivesMatter. A key figure in the black lives matter movement was Eric Garner and his tragic, unexpected death from police brutality. The duty of a police officer is to protect the people with the laws and enforce them, not hurt the people.
Police brutality is a very real problem that many Americans face today. The police carry an enormous burden each day. Police work is very stressful and involves many violent and dangerous situations. In many confrontations the police are put in a position in which they may have to use force to control the situation. There are different levels of force and the situation dictates the level use most of the time. The police have very strict rules about police use force and the manner in which they use it. In this paper I will try to explain the many different reason the police cross the line, and the many different people that this type of behavior effects. There are thousands of reports each year of assaults and ill treatment against officers who use excessive force and violate the human rights of their victims. In some cases the police have injured and even killed people through the use of excessive force and brutal treatment. The use of excessive force is a criminal act and I will try and explore the many different factors involved in these situations.

Recently in the United States there has been in increase in deaths that have come from police officers using deadly force. The use of force is inevitable as a police officer, many times their own lives or the life’s civilians are at risk when it comes to determine what type of force a officer should use. There are many incidents where police officer have to react in a matter of seconds and has to choose between his own life or that of the individual causing the disturbance. When a Police Officer uses deadly force has caused outraged with the public, stirring up protests and creating a scandal for the police officer and the Police Department. Many do not know when it is right for an officer to use deadly force and what constitutes it, or what happens when the officer does not use the appropriate amount of force that is required to control the situation. There has been many changes in Police Departments around the country to try to reduce the use of deadly force in response to the issues that have occurred because of it.
This era is where the shift from a centralized task force has gravitated to a decentralized task force, causing some friction from both the community and the officers that serve it. Police are told that they are needed to listen to the concerns for the community; however, law enforcement is still the primary goal. Police forces now have to defend the values for which the forces were built upon. The idea of problem solving has come into question with police discretion towards certain run-ins with the law. Williams and Murphy argue it is due to the lack of sensitivity from minorities and the concern on crime itself than the community. Kelling and Moore contradict Williams and Murphy, with Kelling/Moore suggesting the era is more about listening to concerns of the community and improving the citizen satisfaction. The family of Michael Brown wanted justice for their son in which they felt was an unjust shooting. His mother was quoted expressing mistrust towards the police, "You 're not God. You don 't decide when you 're going to take somebody from here.” (McLaughlin, E. C. (2014, August 15) The family was obviously hurt by the shooting and wanted justice and support. The community began protesting the shooting and Officer Darren Wilson. Chaos broke out in Ferguson and a State of Emergency was issued. The community felt that the shooting was unjust and did not trust police officers. The community response to the shooting often attracted attention and made many political statements. Darren Wilson’s family were interested in maintaining his innocence. They hoped that the investigation would prove to the world that Wilson acted out of self-defense and did not violate Brown’s rights. The Criminal Justice system’s interests all hoped to create reforms and eliminate racism in police departments. On the local level many had to maintain safety in the community and assure proper police procedures. The state had to step into issue curfews and State of Emergencies to keep the state safe despite protests and riots as well as make sure Darren Wilson did not violate any laws of the state of Missouri. This paper compares and contrasts popular opinions and professional assessment of police brutality and acceptable use of force. This is not only a sensitive subject, but one that proves hard to identify. The main takeaway is that each encounter is different. Within each situation, the details and contributing factors are also different. Police have to serve the public and are entrusted with an inherent amount of power. The line when that use of power becomes abuse of power is not always so easily defined. There are occasions where the evidence shows a clear abuse of power by the police. There are instances where the public opinion views a situation as excessive, however, the police are following acceptable practices and procedures.

There are significant reasons why law enforcement executives feel that the time has come to reevaluate the policies and practices of their organizations. These reasons derive from the history of policing and police research during the last years, in the changing demographics of communities, and in the shifting characteristics of crime and violence that affect these communities.
