Exploring Social Care Policy and Provision
Defining poverty is not easy and there are several reasons for it and
again in different countries levels of poverty differ depending on
culture. Dallos, R and McLaughlin, E describes one reason for poverty
being ‘the welfare state, and calls for fundamental changes in its
operation’. I will be exploring how poverty and the welfare state are
linked how it has emerged and what has been done to help eradicate
this for those immersed in this lifestyle. One of the ways people can
be helped and poverty can be targeted is though through welfare rights
Bateman, N (2005). I will look at the role of the welfare rights unit
where I had my first practice placement and will look at their role in
the continuous struggle against poverty.
‘Welfare rights practice is one way of empowering and protecting
people living in poverty’ Bateman, N cited in Blackwells (2002). The
placement I was on was the welfare rights unit mainly offers service
to those already accessing social services, and consists of the adult
population. The clients are supported through Care Management. The
aims of the welfare (welfare rights has many aims) rights unit is to
assist on the take up of benefits as per their policies which are
driven through the National Health Service, (NHS).
All humans have basic needs like food shelter clothing and also have
the right to have a part in society at whatever level that person
wants to fit in. To assist in this and the idea of social inclusion
and to meet these needs the welfare state was created after the
compilation of the Beveridge Report 1942 which is the main ideal of

The history of welfare systems dates back to ancient China and Rome, some of the first institutions known to have established some form of a welfare system. In both of these nations, their governments created projects to provide food and aid to poor, unemployed, or unable families and individuals, however these were based on “moral responsibility.” Later in history, in 1500’s England, parliament passed laws that held the monarchy responsible for providing assistance to needy families by providing jobs and financial aid. These became known as “poor laws” (Issitt).

Social care and healthcare are both included in the Health and Social Care (Community Health and Standards) Bill. In England, there are two bodies that handle matters relating to social welfare. The National Care Standards is tasked with registering bodies that provide social care. The performance and progress of the organizations are monitored by the Social Services Inspectorate. The analysis of the social aspects of care involves collecting data that is analyzed so as to identify the differences that cause variation in the health of different people. The data collected may not be simple to understand. As a result, it requires a deeper analysis so as to establish the social factors affecting health (Larkin, 2011).
One of the five key principles of care practice is to ‘Support people in having a voice and being heard,’ (K101, Unit 4, p.183). The key principles are linked to the National Occupational Standards for ‘Health and Social Care’. They are a means of establishing and maintaining good care practice. Relationships based on trust and respect should be developed between care receivers and care givers, thus promoting confidence whilst discussing personal matters without fear of reprisal and discrimination.
Many Americans today in the United States participate in some form of social welfare. Social welfare program, any of a variety of governmental programs designed to protect citizens from the economic risks and insecurities of life. These programs provide benefits to the elderly or retired, the sick or invalid, dependent survivors, mothers, the unemployed, the work-injured, and families. Because of my culture, it has allowed for me to be more understanding of those that are different from me. The recognition of what it is to be different from what normal American culture may look like has brought forth a new and deeper level of empathy without even realizing. Growing up in a diverse area where my group of friends came from a wide variety of backgrounds has helped me to see the similarities we share as well as getting more acquainted and understanding of why certain groups do the things that they do. With that being said, I recognize that though I may be more equipped to related with people from different backgrounds a bit more than someone else, I know that I may still face some challenges (especially with how this nation is when it comes to race and cultural relations). As a social worker, a bit part of my profession is to create societal change.
The theory used for this case study was effective, because it was able to get P to recognise that change need to occur so the support that she received would be effective. Reflecting on action the outcome of the assessment and intervention that was applied to P’s case I used supervision and to discuss concerns I had regarding this family with my PS. Supervision helped me establish my concerns and areas I required further support in application to theory in evidence based practice ‘blind self’.
Within this essay I will begin by critically examining the roles and tasks of social workers across different settings, looking at the changes being made from policies and reports being published. I will also review social work through an international and historical perspective, looking at how social work globally is different to that we know of within the UK, and how social work has developed because of key pivotal moments throughout history.
In this essay I will analyse the origins of Community Care and what benefits emerged when the NHS Community Care Act 1990 was established. Later on, I will explain and critically evaluate the effects of privatisation in social care and health.

Across America, social workers can be found in a wide variety of settings, working with a vast population of people. One such setting in which social workers provide service is through private practice. Private practice social workers work outside an agency of government facility to provide services through their own established practice. Many people associate private practice social work with the work of psychologists, counselors or therapists initially. While they each provide similar services, educational requirements often differentiate the fields of practice and ultimately allow them each to make varying contributions to their clients.
It takes a very distinct individual to be a social worker as this field of study is quite brutal quite frequently. Social Work is enormously demanding emotionally, the pay is average, the daily challenges that must be met, often the work conditions are odd; but these are all responsibilities that I am willing to endure. Having seen and been through a great deal myself, this career seems feasible.
