Ignorance is used to control someone with ease and no opposing forces. Ignorance is strength, not to the people but to the government because the government has mindless slaves to do anything they need. The government feeds off the noncreative and simplistic behavior of the people in the oligarchical nation of Oceania. Instead of relating the quote to weakness It is just relating to the government gaining strength from the ignorance of its people.
