Or they can be opposite. The can affect in good way or bad way. All of that the governments can control it. For example, you should handle your business or take care about it. The government should contain them. In my opinion, the stupid government who will face them, they will stir up riots. This is human nature the stubbornness. The government should give them good place, community and the important thing is good health.
