As a future teacher with an emphasis in ENL, I feel that ,while there are many approaches to teaching ELLs, the best one is a dual language program. Students spend more time in a classroom with students who speak the same language as each other instead of classrooms where they spend more time in classrooms with other language speakers. This type of program begins in kindergarden then continues throughout the student's education. However, it has more emphasis in elementary school. The goal of this program is to develop bilingualism and biliteracy, so that students really gain an understanding of the new language without giving up their native language.
