The British Columbia Justice Summit (2013) has stated that the protection of vulnerable persons is one of the paramount priority issues for BC’s criminal justice system. Accordingly, protecting individuals from domestic, family, and/or partner violence continues to be an area of concern in Canada and British Columbia. Indeed, in 2014 alone, there have been 18 documented deaths in British Columbia stemming from domestic and family violence (Meissner, 2014). Furthermore, BC’s domestic violence action plan has been heavily criticized for not being adequately funded — at a modest $5.5 million over three years — and for lacking clearly outlined progress goals (Kines, 2014). Moreover, in a recent global study, it was found that domestic violence results in $9.5 trillion in annual lost economic output while also contributing to more deaths annually than all global civil war conflicts (Hoeffler and Fearon, 2014).

Intimate partner violence has been a significant issue for centuries in all countries. "Since 1974, nearly 2,600 spousal homicides have been recorded in Canada" (Bunge, 2002). Of these homicides, more than three-quarters have been against women. Although through feminism and the women's liberation movement, there has been a slight improvement in the incidences of violence against women, there has also been a drastic change in the perception of the issue by society. After reviewing the most recent literature on violence against women and victimization through intimate partners, it has become prevalent that there are now two crucial stances that are taken. The first position is that of the women being victimized as the main issue, including prevention, causes and incidences. The second position is that of women becoming more 'aggressive' and the issue of violence against both men and women. "Wife battering- the original problem constituted by the 1970s feminists- has morphed into 'domestic violence' and then into 'husband abuse'" (Minaker, 2006). This literature review will examine the background information on intimate partner violence including different arguments and perspectives, theories, and methodologies as well as discuss the major findings and future directions of research.
The statistics available on violence against women are startling. Domestic violence is the major cause of death and disability for European women ages 16 to 44 and accounts for more deaths and injuries than automobile accidents and cancer. The Russian government estimates that over 14,000 women were killed by family members in 1999, but there is still no legislation that specifically addresses domestic violence. In South Africa, more women are shot in the home by relatives than are shot on the streets or by intruders (web.amnesty.org).
Every year about 4000 women die in the U.S. because of the domestic violence. Every year this number gets higher and higher. Donna Shalala, Secretary of Health and Human Accommodations, believes that domestic violence is “terrorism in the home” (2). This type of abuse involves threats, harm, injury, harassment, control, terrorism, or damage to living beings/property (2). It isn't only in relationships with spouses, it also occurs within family, elderly, and children (9).
During the 1980s and 1900s, domestic violence was one of the most unreported crimes that involve females and males getting hurt and dying. Kicking, choking, killing, and saying brutal or despise words that could hurt the victims physically or emotionally are considered domestic violence. In fact, many victims are afraid to seek for help. According to “The Domestic Violence Resource Center (DVRC), women account for approximately 85 percent of all intimate partner violence, with women aged 20-24 at greater risk” (Batten, par.16). Most pregnant women are at risk as well. “But underlying approach is still one that assumes the perpetrators are men and the victims are woman” (Haugen, par. 1). Moreover, both males and females believe that domestic violence is a solution to their issues.
In the single year of 2009, there were 460,000 reported incidents of sexual assault against women in Canada (“Criminal Victimization in Canada” 1). Amnesty International once stated that aggression against women “is so deeply embedded in society that it often fails to garner public censure and outrage.” This is evidenced by the fact that only roughly 10% of all sexual assaults are revealed, and to exacerbate the circumstances, women are frequently repudiated, blamed, and dispensed apathetic or cruel manipulation (“Violence Against Women Information” 1). Women’s rights are constantly defiled through domestic violence, and yet it is still abounding and ubiquitous in developed countries. Indeed, every six days, a woman in Canada is brutally killed by the one whom she considered her loving male partner. How does domestic violence between parents and parental figures affect the children who witness it? This is a question often asked by Sociologists and Psychologists alike. There have been studies that prove that children who witness domestic inter-parental violence experience mental health problems, issues with gender roles, substance abuse, the committing of crimes and suicide/suicide attempts later in their lives. This paper will explore all five of these 'effects' of domestic violence on children and show that there is evidence of a clear relationship in which increasing parental violence is associated with increasing outcome risks (Fergusson & Horwood, 1998, p.8).
Thesis: In my paper, I will be examining the different types, possible causes, and effects of Intimate Partner Violence, and what treatments or programs are available to combat this growing problem in America. Regardless of differing approaches to fight it, statistics show that women all across the world suffer from the effects of domestic violence at a similar rate independent of class, race, or religion.
Domestic violence is skyrocketing in our society. In the U.S., as many as 1.5 million women and 850,000 men were physically assaulted by their intimate partner last year, and numerous children abused by their parents. These sad criminal acts will continue to grow in our society, unless our community takes action to stop these crimes.
