The most important foundation of an effective de-radicalization platform is to have highly individualized approaches. This component should address the deficiency needs of an individual: physiological and psychological. Like most individuals, a terrorist most basic need is for physical survival, and this will be the first thing that motivates his behavior. According to Maslow (1943), the satisfaction of certain needs motivates people and that some needs take priority over the others. Physiological needs such as food, water, shelter, and security should be satisfied first before dealing with one’s sense of belongingness, relationships and self-esteem. According to Boucek (2007), the Saudi program believes that extremist’s views caused the prisoner to move away from the true interpretation of Islam. In line with this belief, Saudi program treats the prisoner as a misguided victim who can be redeemed through re-education rather than a terrorist who needs to be punished. For them, being a terrorist is a matter of an ideology that requires psychological interventions to correct it. This is the reason why imprisoned jihadist are given more opportunities to spend time with their families and local leaders to develop their estranged social, cultural, and religious relationships. Similarly, Yemen was one of the first countries to introduce religious dialogue to de-radicalize jihadists (Johnston, 2009). The foundation of this approach is that each detainee has his own extremist ideology that fueled terrorism and this ideology could be mitigated through face-to-face dialogues. The goal is to transform his radical and militant understanding of Islam to a moderate and peaceful interpretation. Without a doubt, an individual-based approach gives a more in-depth assessment on the detainees’ basic needs which can jumpstart a tailor-fit solution.
