There poses a great conflict between the cyber security and human rights hence my sub topic will aim to argue that whether the right to protection from cybersecurity should be guaranteed to every individual as a human right under The Universal Declaration of Human Rights or not. I will put forward the arguments and show that how various features of internet can be use both positively and negatively. In this paper I will put forward the key tensions or problem between human rights of the people and the cyber security implemented by the states. So it becomes important to see both the sides while formulating the cyber security norms. Therefore there is a need for an appropriate legal response or mechanism but these legal restrictions should be formulated in such a way that it does not hamper the human rights of the people at large. These restrictions should be in accordance to human rights. For example Different states have different cyber security norms. These change as states move to apply sovereignty in the area of cyber security. Just looking at the negative sides you cannot ignore the positive side, as there should be a balance between both of them. Both the parts are highly important, having only one feature may create unrest and tension between the people and the state. If the state do not regulate cyber world by monitoring or putting some restriction it may invite harmful threats to their state or to their people at large. And if the state does not provide protection against cyber security it will hamper the human rights of the people at large and it might result in clash between the state and its people leading to unrest in the country and people losing faith in the state and the system. I have highlighted three key problems between cyber security implemented by states and human rights. First, tension is the extent of transparency on the internet and the protection of privacy.
