Over the past few years police have been under serious scrutiny for their handling of high risk situations that result in citizens deaths. Part of where many believe the problem lies, is with the perception of law enforcement and how communities interact with them. The authors of “Revisiting concept and theories of community policing” though were coming from an international background, believe that different communities require different needs and different types of law enforcement personalities. Community policing eventually encourages an improved relationship between communities and law enforcement. The authors go on to explain one of the many benefits of community policing. A key point they make is that community policing helps develop a healthier relationship between officers in the area and its community members. (p.267-268). If an officer and community members interact more positively then that helps with efficient police work. This should create an increased comfort level because of the familiar faces and familiar behavioral expectations. With that comfort comes trust, and assistance with achieving the goal at hand. The goal of all parties involved should be to solve and deter crime. The effort from all parties to become a team and work together by removing that distrust will help by enacting community policing. Yero, Othman, Samah, & Sulaiman, (2012). According to Sozer & Merlo, (2013) community policing would decrease crime rate significantly. This is because many community members will earn the trust of the law enforcement. This trust will then increase communication and with that communication will come information and assistance that will ultimate help solve crimes. Increase production among police officers means a happier community overall.
In order for the police to successfully prevent crimes, public cooperation is needed. Various community policing programs have been implemented and it is important to discuss the benefits and limitations of these programs. Community policing allows the community to be actively involved and become a partner in promoting safety. Along with gaining the support of law enforcement officers in the community policing effort, members of the community must also take a stake and become an integral part of the movement. A study noted by Lord, Kuhns and Friday (2009), researchers found that more than 45 million people over the age of 15 encountered the police in some fashion. Of those encounters, one quarter involved members making first contact with police officers. Unfortunately, citizen encounters with law enforcement with negative connotations were more influential to decrease satisfaction with the police than were positive encounters to increase satisfaction (Lord, Kuhns, & Friday, 2009).
In the political era of policing, police were agents who were accountable to the local politicians. What worked in this era is police were active members in the community and involved in community benefitting programs. What did not work were discrimination and the organizational disorganization. Police officers routinely abused individuals who were not members of the community and there was no accountability due to officers being only accountable to local politicians. The political era of policing transitioned to the reform era because of these problems. In the reform era of policing, police officers were agents of crime control. What worked in this era was the hierarchy created for agency organization is still used in modern day policing. What did not work in this era was public fear rose exponentially. The reform era transitioned into the community era of policing due to the reform era not being able to handle the socially changing landscape. Community policing is composed of three critical components, community partnerships, organizational transformation, and problem solving (Gardiner, 154, 2016). Community partnerships are pivotal in community policing since they increase public trust and create am improved relationship in law enforcement agencies better serving the community (Gardiner, 87, 2016). Community oriented policing has been around for over 30 years, and promotes and supports organizational strategies to address the causes, and reduce the fear of crime and social disorder through problem solving tactics. The way community policing works is it requires the police and citizens to work together to increase safety for the public. From this Community Police Consortium, the BJA put together a report titled Understanding Community Policing, A Framework for Action, which focused on developing a conceptual framework for community policing and assisting agencies in implementing community policing. The basis for this consortium was much more direct than the previous efforts set forth by Presidential Commissions during the 1960’s and 1970’s, and led to what became known as the Community Oriented Policing Services (COPS, Title 1 of the Violent Crime Control and Law Enforcement Act of 1994). The core components outlined in the BJA report listed the two complementary core components to community policing: community partnership and problem solving. The report further stated that effective community policing depends on positive contact between patrol officers and community members, establishing and maintaining mutual trust as the primary goal of a community partnership, and police and community must join together to encourage and preserve peace and prosperity. While these are just a few of the recommendations listed in the report, there were many more that set forth the framework for community policing, but these were the core components.
Community policing stresses the entire cooperation between members of the police force and the community. It necessitates that everyone in the police force, including both civilian officers and sworn personnel, understands that the focus is on resolving community problems, and in doing so, may challenge the everyday policing norms.
To conclude, Community policing represents a major development in the history of American law enforcement, but the extent to which this approach is a success and dominates contemporary policing remains a source of debate. In my point of view, community policing is good for communities. It has challenged the traditional concept of the police as crime-fighters by drawing attention to the complexities of the police role and function. In addition to the police officer hard work; citizens can also make a difference and contribute to make neighborhoods a better place to live. For instance, citizens can hold community meetings to talk about concerns and agree on solutions help organize healthy activities for children in your neighborhood, join or starting a neighborhood crime watch program, and talk to your community police officers and share information and concerns.
There are many different ways of policing in the 21st century and all address and apply different theories and ideas to try and control the crime this day in age.
