Combatant Commanders (CCDRs) exercise command authority over assigned forces and given geographical area of responsibilities (AOR) in accordance with Unified Command Plan (UCP), and they are responsible to the President and SecDef for preparedness of their commands and performance of assigned missions. They should gain understanding and integration of joint and combined operations that different organizations and nations have different operating practices and principles, different services have developed different culture, vocabulary, and expectation for its members. In multinational operations, among military partners involved from different nations, and also within the U.S civilian departments and agencies, there often exist basic organizational culture and national culture differences and capacities. Those differences vary in structure and function of the military organization, personnel policies, services and programs, doctrine, operational planning, and working parameter. Furthermore, it is very important to understand culture the region’s cultures. The region has a rich cultural and political history and diversity, and various forms of government, ranging from absolute and constitutional monarchies to theocratic, parliamentary, and presidential republics.
