Lieutenant Colonel Bell-Carter was born in Cleveland, Mississippi, 9 January 1972. She graduated from Shaw High School in May of 1990 and enlisted in the Marine Corps in April of 1992 and graduated from recruit training Marine Corps Recruit Depot; Parris Island, South Carolina in July of 1992. Upon graduation from recruit training, she attended the Aviation Ordnance Course at Naval Air Station (NAS), Millington, Tennessee. Upon completion in November 1992, she attended the AV-8B Armament Organizational Systems Maintenance Course at Marine Corps Air Station (MCAS), Cherry Point, North Carolina. In February 1993, she transferred to MCAS Yuma, Arizona as was an Aviation Ordnanceman at Marine Aviation Logistics Squadron 13 (MALS-13). Lieutenant Colonel Bell-Carter transferred to MALS-36, Okinawa, Japan in February 1995 where she served as an Aviation Ordnanceman. In February …show more content…

In September 2012, Lieutenant Colonel Bell-Carter transferred to Marine Corps Forces Central Command Forward [MARCENT (FWD)], Naval Support Activity, Kingdom of Bahrain. During that tour, she served as the Assistant Chief of Staff, G-1 and Headquarters Company Commander. In September 2013, she transferred to the MARCENT Coordination Element-Bahrain where she served as the Deputy Officer-in-Charge. From August 2014 through June 2015, Lieutenant Colonel Bell-Carter attended Air Command and Staff College; Maxwell Air Force Base, Alabama. There she earned the Masters of Military Operational Art and Science Degree. Lieutenant Colonel Bell-Carter possesses a Bachelor of Science Degree in Human Resource Management, Master’s Degree in Organizational Development and Management and is pursuing a PhD Organizational Development.
