According to Article 3 paragraph 1 of the UN’ s legally binding Framework Convention on climate change(Which convention??) “ The Parties should protect the climate system for the benefit of present and future generation of humankind”. Nowadays, the unforeseen and adverse effects of climate change declare their presence worldwide. Temperatures and sea-levels are rising, glaciers are shrinking and extreme weather phenomena such as floods and droughts are becoming more and more common. As it is known of course, global challenges require global solutions. The international community, in accordance with Article 3 paragraph 3 of the same Convention, promoted some measures, in order to minimize these effects. Such initiatives includes, the ratification of international treaties, the compulsion with precautionary measures and the adoption of specific policies that would result to the elimination of the causes of climate change. In addition to these, during the Rio+20 Summit, 108 governments adopted three major agreements: Agenda 21, a program for action in all areas of sustainable development, The Rio Declaration on Environment and Development, that specifies each State’s rights and responsibilities and the Statement of Forest Principles. Furthermore, many initiatives have been taken also by NGO’s,such as Greenpeace, supranational and intergovernmental mechanisms like E.U., as for example the adoption of the National Environment Strategy for the period till 2020, the National Action Plan for 2009-20012, the establishment of an emission trading system as an instrument that has to deal with the management of GHG emissions.

Besides that, Ukraine’s delegation would like to make a statement about the Reforestation Bio-Carbon project that deals with the re-establishment and the maintenance of forestry. Of course this is a national strategy that can not be adopt and adapt to the specific needs that each country has. But we strongly feel that this project can give the necessary motivation to other governments, so that other countries can follow the same strategy and integrate specific programs based on their own charecteristics, problems and vulnerabilities. In the end to Ukraine urges all the nations to take responsibly into consideration the climate Change. The International Community should cooperate in all relevant areas in order to mitigate the effects of climate change.
Antarctic’s ice melt and accelerating sea level rise, the growing number of large wildfires, intense heat wave shocks, severe drought and blizzards, disrupted and decreased food supply, and extreme storm events are increasing to happen in many areas world wide and these are just some of the consequences of global warming. The fossil fuel we burn for energy coal, natural gas, and oil plus the loss of forests due to disforestation, in the southern hemisphere are all contributors for climate change. In the past three decades, every single year was warmer then the previous year and the warmest 12 years were recorded since 1998. We are overloading our atmosphere with carbon dioxide and trapping the heat and recently, the carbon dioxide level in the atmosphere reached 400 pmm. Governments in these countries need to stop thinking of forests as a renewable resource. The rate at which they are harvesting these areas drives them beyond the boundaries of sustainability. The efforts required by reforestation may not initially be cost effective, but it will result in not only the survivability of the environment, but of the country’s economy. Moisture and temperature are important elements of climate which determine the occurrence and localization of pests and diseases (Adejuwon, 2004). This is because pests and diseases vectors thrive well in optimum conditions of high temperature and abundant water supply. In this way climate change and global warming has extended the range of distribution of some pests and diseases worsening the plight of farmers.

There are 328,000,000 cubic miles of seawater on the planet, covering approximately 71 percent of the earth's surface. Ninety-seven percent of all water is in the oceans. Over the course of recent history, much concern has been raised over the industrial revolution and the potential climate changes that it might be causing. It has been stated by global warming theorist that C02 emissions caused by human technologies are causing the world to warm, which will cause negative climate changes. The Earth may be experiencing a global warming trend and climate change; however, the process of climate change is outside of human control because human activity can barely account for any of the C02 level increases. Attempts to reduce human C02 emissions is needlessly expensive, and will have a negligible role in preventing or slowing any climatic changes such as global warming or an impending ice age. People must be prepared to adapt to the climatic changes that occur, because it is unlikely that human intervention will postpone them or limit the impact of their arrival.
To sum up, the EU drawn attention on climate changes and has essential goals to help other regions and countries to change the world. According to the Kyoto Protocol, the EU and other countries have big dreams about changing climate in positive way. That how the EU manages to accomplish the defined aims on the Kyoto Protocol depends on the EU leaders and Europeans also on the major emitting countries and other powerful world’s countries which have essential impact on climate changes.

Agenda 21 concentrates on the urgent problems of today and also aspires to prepare the world for the challenges of the next century. It reflects a global agreement and political commitment at the highest level on development and environment teamwork. Its successful completion is first and foremost the responsibility of Governments. National strategies, plans, policies and processes are essential in accomplishing this. International cooperation should support and supplement such national efforts. In this context, the United Nations system has a key role to play. Other international, regional and sub regional organizations are also called upon to contribute to this effort. The broadest public participation and the active involvement of the non-governmental organizations and other groups should also be encouraged.
In conclusion, global climate change is a very long discussion with many ways to improve the environment, but a long journey to finding a solution. Although we can 't do away with our main sources like power plants, cars, and factories we must continue to find solutions to making our environment safer and suitable to live in. Following this, Agenda 21, a finalized plan of action, was created by a conference run by the United Nations Conference on Environment and Development (UNCED) and adopted by 178 governments. The Commission on Sustainable Development (CSD) was created in the following conference to assure that the goals addressed in Agenda 21 were properly executed.
