As an organization, the early stage formation of CSO concept starts based on the concept of Civil Society. The basal concept of civil society is in the time of BC. John Ehrenberg describes that Civil Society is defined and framed by community's moral life of its members and comprehensive political association. He explained the concept, at the age of Plato and Socrates, when people in the society treat each other, what ‘civic’ manner is. The fundamental concept of Civil Society in ancient age includes responsibility and liberal tradition between government and society.

Under ruling military junta, government is afraid of people empowerment. Government strongly believes that the less people empower, the less people will against to government to ask democracy change. Within 40 years in Myanmar, new generation has less knowledge of politics and social rights. Youth Empowerment programs and Women Empowerment programs from CSOs are the most effective programs that would unblock the mindset of new generation. The procedure is the local authorities must to inform all active CSOs in their administrative areas to apply for the registration. The instruction letter emphasizes that if CSOs fail to register, action will be taken according to Law on Associations, 1988. The registration procedures are not clear outline in the law that is the main problem of this 1988 Association Law. Not only CSOs must to support registration fee, numbers of executive committee members and registration documentation but CSO and its members have to show the political clearance grantee letter with township police station’s acknowledgement signature as well.
