Sylvia, Youre absolutley correct in you thinking that Low-risk offenders dont belong in a correctional facility that also housing high-risk offenders. One must always remember you become a product of your enivormne weather its good or bad. So placing a Low-risk offender will only make them seasonal criminals once they are release back into society. I also notice that their wasnt alot of data for low-risk offenders. Instead of a treatment / facility lets take that money and spend it on areas for improving juvenile in the community. An After school faclity to assist with school work, organizte sports, etc.
There has always been an opinion on the correct way to deal with criminals. This will be yet another, but by me. The ways of dealing with criminals is not easy, and there is technically not a definite way to do so. But in my opinion, among the many goals of corrections, the ways I can agree on are a combination of rehabilitation and deterrence. These two things are completely opposite of one another, but used at the appropriate times, to the appropriate inmates, it could work in a positive way.
One of the biggest issues with jails and prisons is how crowded they are. In jails and prisons, they are way too over populated in the number of inmates that they can hold. Drugs are the main cause of jails and prisons being way overcrowded. I do not agree with how overcrowded the jails and prisons are. Morgan showed the result of overcrowded jails and prisons. Jails and prisons are way to over populated so therefor, inmates have to sleep on floors or find a spot to rest, because there are not enough beds to hold the number of inmates that are committed into the prisons and jails anymore. As we know the federal government spends a large portion of our budget on the maintaining of prisons. During the 2011 fiscal year it cost nearly $29,000 to house a prisoner in a state penitentiary per year as stated by the Federal Register. The funds that are estimated to keep a prison running end up running over the prediction causing them go over budget. We can account for this because according to The Price of Prisons|Oklahoma on Vera.org, here in the state of Oklahoma the Oklahoma Department of Corrections called for $441.8 million taxpayer dollars in the 2010 fiscal year. The actual cost for the maintenance of the prisons called for $453.4 million taxpayer dollars. This is about $11.6 million taxpayer dollars over the set budget for the year. This proves that there are too many things that need to be taken care of in these facilities. Much of the money went to paying employee benefits and to capital costs which is also stated in this article. Instead of using the money to pay for employee benefits they should be using it to pay for what the inmates need. This causes a strain on citizens because they are obligated into paying more taxes. Treatment facilities have a limited staff and resources to appropriately monitor the juvenile offenders. The juvenile offenders commonly placed into the treatment facilities, are there due to running away from home, delinquent youth, and youth who have suffered trauma bonds and are acting out because of it. In my experience, we have two juvenile facilities that are shorthanded on staff and unable to properly monitor the youthful offenders. This leads to the juvenile offenders fleeing from the facility and hiding out until they are caught and returned.

We also need to concentrate on programs and treatment facilities that can be utilized instead of sending people to prison. This can and has been done. When Ronald Reagan was governor, he reduced the prison system by 30 percent, mainly through sentencing reforms (Price). We cannot simply look for a quick and easy solution to this problem, such as releasing prisoners early. We need to start at the bottom, figure out how we got to this point, and address the problem there.
Maybe if I saw more reports on how prison has improved our society and the criminals who live among us, I would see why we should work on reforming our prisons. Until then, it does not seem to be working. We trust in the government to provide for our safety, but we must take responsibility among ourselves. To understand that the current system does work and that its intent is not to provide a safe society. History has shown us that. What we have done or continue to do will not make this a safer place to live. The problem is not to reform our prison system, for this won't stop criminals to commit crimes, but to find ways and means to deteriorate them from doing the crime.

Right now in the United States there are over 2 million people incarcerated in the country’s prisons and jails. Out of this population about one-quarter of these inmates have been convicted of a drug offense. With drug offense arrests increasing nationwide and the prison population increasing there is an alternative to incarceration has been used over the past two decades in many cities across the country. This alternative is in the form of local drug courts that are now found in most major cities in the United States. A drug court is a specialized court in which the judge, prosecutor, public defender or private attorney, probation officers, and treatment counselors work together to help chemically dependent offenders obtain needed treatment and rehabilitation in an attempt to break the cycle of addiction and further criminal offenses. Some argue that treatment rather than incarceration is a waste of time and valuable resources that could be used elsewhere. Research however has shown that court ordered treatment is the best option for drug offenders. Treatments through drug court has proven to be less expensive than incarceration and has also been shown to reduce crime and provide a lower relapse and re-arrest rate for offenders that are placed in drug courts as opposed to those that are not.

If we treat convicts like humans they will respond as humans. We cannot dehumanize them anymore and expect our communities to benefit from it. It does not work. There is no need to build more prisons, they need to decrease the rate of throwing non-violent offenders in prison. These offenders could do community service and be under house arrest where they still have the ability to hold their families together, so the vicious cycle does not continue. All I can stress is our system needs reform soon. We can only prepare for it, society's ills has already created these predators. Therefor, we need to push for new plans and theories on how we can shape tomorrow's flowers before they bloom.

Though the treatment of the mentally ill in the prison has been attempted to be improved, it still prevents those in need of mental treatment from incarcerating. The case of George Daniel reminds me of how the mentally ill are abused by the justice system. Although the U.S. now has institutions for the mentally ill, they are locked away sometimes because of petty crime and the lack of utilization of programs such as mental health and drug courts in front of the criminal justice process, which leads more people with these morbidities to enter prisons. There prison population is overpopulated with people just like these. The people in these cases needed help, whether it be employment opportunities, rehabilitation, an alternative to prison, or even a lesser sentence. We have learned that throwing everyone who has a problem in prison and letting them rot behind bars is not the answer. We have only created another problem that our prisons have become overcrowded, and when these offenders finally come out of prison they have a high risk to go right back in. We have to put funding back into communities, society needs to stop spending so much money on sending people to prison, and spend more money trying to keep them out. Society has to put funding back into creating employment opportunities, affordable rehab, and focus on low income communities who need the most help. We need to leave the violent offenders that we are afraid of for prison, and for the people that really need help we can 't put them in jail. Mandatory Minimum sentences are not the answer, this bill needs to be reformed. We have learned that our prisons are filled with people just like Angelos, Echols, and Lockwood who didn’t deserve such harsh sentences and would have benefitted from a judge 's discretion. These people lives would not have been ruined by these sentences if they had better
I believe that the solutions are endless when you have all the money. Unfortunately that’s not what I am trying to get at when talking about more funding to the facilities. I believe that if we move budgets around in other programs we can fund more facilities across the nation and lower the population of people being incarcerated. If we fund more things like this, it will also help the national debt go down because we will not be borrowing money from other people. With the savings from the lower population we can then go fund more things like education and healthcare. I believe that this is a particular way we should look into.
