Some economic strengths in Baltimore City are the health care facilities that are readily available throughout Baltimore. These healthcare facilities are affiliated with major universities that continue to drive Baltimore's economy and in some way drain Baltimore's economy. In Baltimore County, the number was as high as 85 percent in some years. But in Baltimore City, where Northern High School was located, it was a dismal 38 percent” (Moore 108). In other words, on average, people who live in Baltimore City have a much lower education level than people who live in other cities. Strengths for Duquesne University would be that it is nationally ranked number 115. This is a number that can beat many competitors and creates benefits for those that attend. Classes that have fewer than twenty students is 40.9% and classes that have fifty or more students is only at 9%.. Richmond households have access to limited bus service routes and 18% of residents report that they do not own private transportation such as a vehicle (Poverty Commission, 2013). In order to secure a good paying job, one must be able to get to work. Not having reliable and adequate transportation is a major barrier that prevents many city residents from being self sufficient. Employment that is secured must be organized according to bus schedules that often do not mesh well with work hours. Employers will often choose to hire employees that do not have these barriers. Instead of criticizing homeless people for crowding the emergency rooms consider the fact that they typically do not have an easily accessible alternative for medical care. “Systems like the Boston Health Care for the Homeless Program have spent the past decades building a public health program that now has helped find insurance for 76% of patients who come through” (Oppenheimer et al., 2010, p.1401). The richer folks will most likely just need the desire whereas the middle and low income folks will need both.
