Abstract Animals have been an important part of scientific research since humans began expanding their knowledge of diseases, ailments, and other experimentation since the 1600’s. Following centuries later Europe created acts to prevent unusual cruelty towards animals used for experimental research. It was not till almost a century later that the U.S. passed Federal legislation for animal welfare. After the first law passed in 1966 others followed in the years to come, eventually leading to animal cruelty to be charged as a Federal crime. There are several different branches regarding animal welfare laws including varying degrees of cruelty and other circumstances. Whether it was to advance knowledge in scientific research or for the purpose of domestication, though animals have been a vital part of human life the realization that there is value in their lives was not put into effect till only a couple centuries ago. As the connection between humans and animals has been further discovered, people have obtained knowledge enough to decide that animals deserve equal and fair protection under the federal law, whether they are test subjects or domesticated pets. History The history of how animal welfare laws came to be starts in the continent of Europe in the late 1800’s. While animal experimentation began in the 1600’s in order to expand knowledge on diseases and their effects, as well as other research purposes, it wasn’t until two centuries later that animal welfare acts were implicated. In Britain the first national law, regarding animal welfare, for animal experimentation passed in 1876 and was called the Cruelty to Animals Act of 1876. This act, signed into law by President Lyndon Johnson August 24, 1966, covered transportation, handling, and sale standards that are held by animal dealers or the like- “cats, dogs, nonhuman primates, rabbits, hamsters, and guinea pigs… laboratories required to be licensed… provide identification for… theft prevention” (P.L. 89-544). Originally the act only specified dogs and cats and laboratories and research facilities were only required to be regulated if they were being funded by the government.
